• A consolidated list of barriers to sustainable
  development
• A synthesis of best practice in sustainable
  development policies and procurement from across
  different EU regions
• A Blueprint to overcome the barriers able to be
  implemented consistently across all partners
  (e.g. via new Supplementary Planning Guidance)

• By best practice research
• By producing a knowledge base of existing
  experiences, approaches and solutions
• By consultation and feedback with local people,
  businesses and technical experts
• By getting local and national government to adopt
  the outcomes
