Why are costs important?
  • Policy makers need to consider
  • the cost to farming industry, and sectors within
    it, of making reductions in ammonia emissions,
  • cost effectiveness,
  • affordability,
  • industry competiveness.

  • The units and methodology varied.
  • Comparisons between countries are not possible,
    which was also the conclusion of a separate
    study.

This poses some questions
  • Should only the units proposed in BREF be used or
    is it appropriate to calculate the costs in other
    units too?
  • How exactly should the costs be calculated?

Need for common methods
  • Only by having a common approach can costs be
    discussed on an objective basis between
    countries. Without such a common approach there
    is no common understanding.
  • Information sharing is an important issue. This
    becomes more difficult in the absence of a common
    approach.
  • Understanding the differences in costs between
    countries may lead to the development of more
    cost-effective techniques. Again this is
    hampered by the lack of a common approach.
  • Europe-wide comparisons are currently used in the
    RAINS model and possibly elsewhere. If countries
    adopt a common costing techniques there will be a
    greater understanding of the issues raised by
    these models.
  • Affordability will become a hot issue as measures
    are implemented. Without a common approach to
    cost calculations affordability assessments and
    comparisons cannot be made objectively.

Proposals (I)
  • We are proposing the adoption of common methods,
    or templates.
  • We are not suggesting that common data are used
    inappropriately.
  • National formats may continue to meet individual
    countries needs.
  • Local information should always be used where
    available, but sometimes international prices
    have to be used where suppliers are limited.

Proposals (II)
  • Adopt IPPC BREF approach.
  • Make available the full calculations to aid
    meaningful discussion.
  • Establish a small group to collate the
    information from countries on a common format.

Benefits of a database
  • Provide a source of information to states
    preparing their costs.
  • Provide a system by which common approaches can
    be developed.
