Origins of the network
  • Established in 2004/05
  • Greater Manchester Strategic Health Authority
    keen to raise its profile in mental health
  • Aimed to create strategic director post with an
    emphasis on performance improvment

  • Greater Manchester Association of PCTs keen to
    support network approaches to clinical areas
  • Opportunities for collaborative commissioning and
    for lead commissioning arrangements
  • Opportunities for strategic consistency across
    Greater Manchester

The original network
  • Part-time SHA director (John Archer)
  • Full-time network associate director (Richard
    Spearing)
  • Secure and specialised commissioning staff,
    hosted by North Trafford PCT
  • Network board chaired by Tim Riley
  • Focused on adults of working age

Some achievements
  • Created strategic framework for mental health
    (still in use)
  • Created stronger performance focus, especially on
    National Service Framework targets and Autumn
    Assessment
  • Developed improved collaborative commissioning
    for Greater Manchester

Some things which were not achieved
  • No agreement on lead commissioning arrangements
  • Performance management by consent rather than
    authority
  • Limited focus on mental health improvement

  • Hosting of network passed to North Manchester PCT
  • SHA director post deleted
  • Interim arrangements for associate director, now
    managed within mental health commissioning team
    in North Manchester PCT
  • Board met very infrequently

April 2007
  • Network hosted by NHS Manchester from October
    2006
  • Specialised commissioning transferred to North
    West Specialised Commissioning Team
  • Network costs 150K per year

January 2009
  • Interim management arrangement still in place but
    permanent postholder appointed (Linda Colgan)
  • Network hosts Greater Manchester Mentally
    Disordered Offenders Development Manager
  • Additional resources available for suicide audit
    work

  • Convenes and supports the Greater Manchester
    Suicide Prevention Partnership
  • Convenes and manages the Greater Manchester
    mental health performance forum
  • Convenes Greater Manchester mental health leads
    group

  • Works alongside the Association of PCTs and
    health improvement network to address Audit
    Commissions findings on health inequalities
  • Facilitates programme of work on payment by
    results linked to Pennine commissioning toolkit
    project

  • Facilitates analysis and resolution of Greater
    Manchester problems and issues, e.g., serious
    untoward incident arrangements,
    resident/registered issues
  • Provides advice and support on mental health
    issues

  • Champions mental health across Greater
    Manchester, e.g., through Health Leadership Group
    and resource allocation processes
  • Supports directors of commissioning group in
    mental health priorities

    well-being, by enabling strong leadership and
    working alongside public health programmes
