Summary

• The average days to pay a TSP is 14.20, this
  includes the days for dispute resolution and
  audit exception. This compares to a baseline of 6
  days for the current process of EDI payments
  (without pre-payment audits) and 38 days for
  paper invoices. The baseline does not measure
  the days for the 619 approval process prior to
  bill payment. This 619 process has been
  incorporated electronically into the Families
  First billing process.
• The Average number of days to pay TSPs (Invoice
  Creation to Payment Settled) changed by 31 as
  the number of invoices paid changed by 629.43
  for the time period of 07/26/05 to 01/05/06.
• The percentage of interest paid to TSPs in
  relation to total dollars paid is 0.0016.
• The percentage of invoices incurring interest in
  relation to total invoices paid is 0.296.
• As of 1/05/06, the percentage of interest paid to
  US Bank in relation to total dollars paid by DFAS
  is 0.06. However, the program experienced a
  2,164 increase in interest paid for the current
  period. It appears that the length of the
  pre-validation process and documentation
  requirements exclusive to Navy payment processing
  may be the cause of this delay.
