Streamlining Objectives
  • Collect and report one set of energy use and
    production data to satisfy both EEO program and
    NGER system
  • Provide a single reporting tool to do this and
    enable reporting of data specific to NGERS or EEO
  • Provide EEO program participants with choice of
    taking up streamlining initiatives in the first
    five year cycle

Amendment to EEO Regulations
  • Changes to EEO regulations became effective 1
    July 2008 to
  • coincide with the start of the NGER system

Responsibility for energy use
  • This is the key area that differed under EEO and
    NGER
  • Under EEO regulations responsibility for energy
    use was defined as
  • the last purchaser before use, or
  • the producer if producing for own consumption
  • EEO regulations were varied to assign
    responsibility for energy based on operational
    control to align with the NGER system

  • Energy production and consumption to be
    reported separately
  • Align energy content conversion factors
  • Recognise NGER methodologies for meeting EEO
    energy use accuracy requirements

Impact Operational Control
  • For many EEO participants there will be no
    difference, however
  • in cases where contractors operate facilities
    (eg mining or commercial property sector), last
    purchaser of energy may be different to party
    with operational control
  • This would mean different parties being
    responsible for energy use under EEO and NGER

Transitional Provisions
  • Transitional arrangement give Corporate Groups
    the choice to
  • take action to pick up on the streamlining
    initiatives
  • or
  • continue to carry out assessments and report as
    they have planned under existing Assessment
    Reporting Schedule

Streamlining data entry in OSCAR
  • Requirements
  • Single Entity Tree
  • Align reporting periods to financial year
  • Enter data annually (or more often)

Single entity tree
  • Creating a single entity tree is essential to
    using OSCAR to report EEO program data to the
    Government and share energy data with NGERS.
  • To plan and construct the entity tree you need
    to understand the organisational reporting
    requirements of NGERS and the options you have in
    relation to the entity types in OSCAR.
  • Creating an entity tree that meets the NGERS
    requirements will also meet EEO Program
    requirements

Single entity tree
  • An entity tree is always headed by a
    controlling corporation
  • Subsidiaries, Joint Ventures and Partnerships
    are collectively known as Group Members
  • NGERS requires data to be entered at the
    facility, sub-facility or facility aggregate
    level and this data will be aggregated to Group
    Member and ultimately to the Controlling
    Corporation. Therefore your entity tree will need
    to reflect this requirement.
  • Opportunities data can be entered at any level

Aligning reporting periods
  • For data up to 30 June 2008 data that does
    not come under the NGERS reporting requirements
    there is flexibility and reporting periods can be
    customised.
  • Reporting periods must be financial year to
    align with NGERS reporting requirements.

Annual reporting
  • The Department has created a standard report in
    OSCAR to assist Corporate Groups prepare their
    public reports.
  • As public reports are required annually, in
    order to use this report, Corporate Groups would
    need to report opportunities data on an annual
    basis at the same time as reporting energy data.

Working with Companies
  • EEO Client Liaison Officers will provide
    assistance to set up accounts in OSCAR by
  • Creating the Controlling Corporation
  • Creating contact details
  • Enabling access for group contacts to create
    the remainder of entity tree
  • NGER and EEO staff will be available to provide
    general advice on construction of entity tree,
    however final decision rests with the Controlling
    Corporation

  • EEO has also
  • developed a user manual for Corporate Groups in
    consultation with DCC will be loaded on the web
    site by end October 2008 and available in PDF
    when an account is established.
  • is conducting face to face training for late
    October/early November
  • discussing other training opportunities with
    DCC eg. e-learning
  • will continue to provide assistance via the EEO
    hotline and through CLOs
