Mobile Communications Policy

• Advanced wireless systems, including 3G, are an
  essential building block of the new Information
  Society and are indispensable for Europe to
  attain the goals set in Lisbon ( re eEurope).
• Benefit for the consumers and to society as a
  whole Objective is to ensure a wide range of
  innovative services and applications and to allow
  for diversified open access platforms to be
  available.
• In parallel new regulatory framework
  reflecting convergence basis for radio spectrum
  policy at Community level

Developments and key issues

• Identifying additional radio spectrum bands for
  IMT-2000, one of the key Commission objectives,
  was successfully achieved at the WRC-2000.
• Since WRC-2000 European process for selecting
  preferred bands for additional process and
  planning for effective availability.
• Beyond 3G RD is under way and new or evolving
  systems are developed, however market reality not
  clear at this juncture.

Commission Initiatives (post WRC-2000)

• CEPT mandated in March 2001 to develop and adopt
  the measures necessary to ensure the availability
  of harmonised frequency bands for the provision
  of terrestrial and satellite IMT-2000 services
  within the additional bands identified by
  WRC-2000
• CEPT Decision designating the additional IMT-2000
  frequency bands and establishing a timetable for
  the future availability of these bands, adopted
  by Licensing Committee (legal certainty)
• Further Commission Mandates to CEPT on
  channelling arrangements for these additional
  bands later in 2003.
• Mobile RD in the 6th Framework Programme
  beyond 3G
• Proposal to assess the relative needs for
  wireless communications access platforms (RSPG
  workprogramme)

• Consider progress of ITU-R studies concerning
  future development of IMT-2000 and systems
  beyond, in accordance with WRC-2000 Resolution
  228
• Commission view
• No change of existing band arrangements for
  IMT2000(continuation of process building on
  WRC00 decisions for making effectively available
  additional spectrum for IMT2000)
• For systems beyond IMT2000 premature to plan
  for spectrum(RD not finalised market
  development needs to be studied beyond
  IMT2000 focus on seamless wireless applications
  across alternative platforms priority over faster
  interfaces ? Spectrum implications ?)

• Review the results of studies in response to
  Resolution 539 (WRC-2000) concerning threshold
  values for non-GSO BSS (sound) in the band
  2630-2655 MHz and to take actions as required
• Commission view
• Importance to find a solution which would allow
  Europe to effectively use the preferred bands
  providing for additional spectrum from IMT2000.
• Avoid a perception of regulatory uncertainty on
  conditions of usage of these bands (incl.
  2630-2655 MHz) for IMT2000
