CENTRAL WANCHAI BYPASS
  • Central Wanchai Bypass (CWB) is a major road
    infrastructure project that will have a
    significant impact on operations at the RHKYC
  • CWB is scheduled to start in May 2010 and
    completion is targeted for end 2016
  • Phased construction of temporary reclamation in
    the Causeway Bay Typhoon Shelter (CBTS)
  • CWB will reprovision affected RHKYC facilities-
  • Travel hoist
  • Moorings
  • Pontoons

SHATIN CENTRAL LINK
  • SCL is a Government funded MTR project
  • Project approval is around 18 months behind the
    CWB project
  • Assurances have been given that both projects
    will cooperate to minimize the disruption to the
    CBTS and the Club
  • SCL is scheduled to complete in 2018
  • SCL project will increase the amount of temporary
    reclamation and reduce space available for
    moorings
  • Travel hoist will need to be relocated from
    temporary site
  • Possible use of pontoons to improve mooring
    density

Impacts on operations
  • During phases when sea walls of reclamation are
    being constructed it is possible that there will
    be no pontoon space, or very limited pontoon
    space therefore we will not be able to launch the
    majority of boats
  • Traffic management will be a major concern in
    terms of sharing of fairways with barges and
    other commercial traffic
  • Major events such as ATIR and Spring and Autumn
    regattas may need to be scaled down due to
    restrictions on available pontoon space
  • Potential problems of noise, dust, odour and
    water quality
  • Possible impact on traffic Hung Hing road when
    SCL starts
  • Project working hours from 0700 to 1900 Mon
    Sat.

RHKYCS APPROACH
  • Ensure that harbour racing can continue with
    minimum disruption
  • Our aim is to ensure that reprovisioned
    facilities of moorings, travel hoist and pontoons
    are appropriate and functional for the duration
    of the two projects
  • A working group has been established to negotiate
    with Government, MTR and HyD.
  • To work with the two projects to minimize
    disruption of normal Club operations
  • To work with various Government and NGO agencies
    for the long term improvement / upgrade of the
    CBTS and Ex PCWA.
  • The legacy of the CWB works should be an improved
    facility.

Mitigation Measures
  • Enforce hardstanding agreements to ensure our
    facilities are being provided to boats that
    actively race i.e. stop dead boat storage.
  • Change standing order boat launching system. We
    will not have sufficient space to launch boats
    that do not go sailing.
  • Identify which periods will be compromised by CWB
    and SCL works in terms of boat launching, and
    plan for fleet relocation to MI and SC
  • We are requesting no barge traffic on Saturday
    afternoons
  • Set up Marine Traffic working group to
    co-ordinate with MD, contractors etc

WHAT WILL HAPPEN
  • Harbour racing will continue
  • 152 moorings to remain in CBTS
  • Travel hoist will continue to operate
  • We will always be able to launch class boats via
    the crane
  • We will not always have sufficient pontoon space
    at all stages of the project to accommodate all
    classes
