People as assets?

• Notably, we explicitly dont treat people as
  assets in the framework
• Not appropriate
• Should treat communities like roads or rivers
• Its about community benefit as a result of NRM
• Not about community processes per se
• Doesnt mean that people arent central
• Doesnt rule out less targeted capacity building
  activities (as a means to an end)
