- Notably, we explicitly dont treat people as
assets in the framework - Not appropriate
- Should treat communities like roads or rivers
- Its about community benefit as a result of NRM
- Not about community processes per se
- Doesnt mean that people arent central
- Doesnt rule out less targeted capacity building
activities (as a means to an end)
