• The importance of the project for Bulgaria
• The project is of great importance for Bulgaria
  in view of
• The decentralization of the management and
  transferring of additional rights and obligations
  to the municipalities for greater local
  management, including the field of energy.
• The needs of qualified local experts.
• The high energy intensity of the economy.

• Liaison with Local Authorities and Training Need
  Studies
• SEC investigated the characteristics of the
  municipalities in Bulgaria in order to identify
  potential beneficiaries
• The translated questionnaire was sent to 27
  municipalities and 12 filled-in questionnaires
  were received back.
• All experts who filled-in the questionnaire have
  high education (M.Sc.), 8 of them are engineers.
• The municipalities support the training courses
  and all information actions.
• The local energy experts underlined the lack of
  relevant materials.
• From the answers, the following conclusions were
  made
• The experts show little knowledge or familiarity
  with most of the issues stated in the
  questionnaire.
• Despite their knowledge and experience, they need
  and wish training on the energy and energy
  efficiency related issues.
• All materials connected with energy efficiency
  (the technical and the financial part) would be
  of great use for the better and effective
  activity in the field of energy efficiency.
• SEC presented the results of the investigation of
  Training Needs Studies in Bulgaria at the second
  progress meeting.

• Sofia Energy Centre translated it into Bulgarian.
• Demand Side Management Applying in
  Municipalities
• SEC prepared Chapter 3 Projections of End-use

• Integrated Resource Planning Applying in
  Municipalities
• SEC prepared Chapter 6 Integrating Energy demand
  and Supply in English
• The guidebook was translated into Bulgarian.

• Project Proposals for Energy Efficiency in
  Municipalities
• Sofia Energy Centre identified 4 case studies
  for Bulgaria which are applicable to the needs
  and objectives of the ENEFMUN project. They are
  as follows
• Restructuring and Modernization of Street
  Lighting in Municipality of Antonovo, District
  Turgovishte, Bulgaria.
• Improvement of the Heating System of
  Multi-profile Hospital for Active Treatment -
  Svishtov, Municipality of Svishtov, Bulgaria.
• Improvement of the Heating Systems of Municipal
  Buildings (four kindergartens, one creches, three
  schools and two administrative buildings) in the
  town of Razgrad, Bulgaria.
• Reconstruction and Modernization of Street
  Lighting in 34 settlements on the territory of
  the municipality and 2 residential quarters in
  the town of Popovo, Bulgaria.

• Application of the Energy Efficiency in
  Municipalities Courses
• SEC under the auspice of Sofia Municipality
  Council organized the training course from 26th
  to 28th October 2005 in Sofia.
• The course was opened by Mr. Vladimir Kisjov
  Chairman of Sofia Municipality Council.
• The chairman of the Commission on Engineering
  Infrastructure, Water Supply and Energy Planning
  underlined the importance and the necessity of
  training and information courses for the energy
  experts in the municipalities.
• The course was organized in two sessions
  technical and financial.
• In the course participated 24 representatives of
  municipalities, 5 representatives of energy
  agencies and institutes, 5 representatives of
  Sofia Municipality Council and 12 lecturers.

• Dissemination of the results in all target groups

• The following activities could be underlined
• The report on Training of Local Authorities
  Experts on the Identification, Development and
  Implementation of Energy Efficiency Projects in
  Municipalities was prepared by Dr. Ch.
  Malamatenios (CRES) and Mrs. Violetta Groseva
  (SEC) for the International Congress on Energy
  Efficiency and Renewable Energy Sources, which
  took place on 13th 15th April 2005 in Plovdiv,
  Bulgaria.
• Mrs. Groseva presented the report.

• Activities during the Seminar Forestry culture
  activities, the Kyoto Protocol and the
  municipalities in Bulgaria which took place on
  2nd 3rd June in Ardino, Bulgaria.
• Mrs. Violetta Groseva prepared a report on The
  Aims and Objectives of ENEFMUN project and
  presented it on the Seminar.
• 30 CDs with the Bulgarian translation of the
  first guidebook Energy Efficiency in
  Municipalities and the report were distributed
  among the representatives of municipalities,
  participating at the seminar.
• Articles in newspapers and magazines
• Information with the agenda for the training
  course on Energy Efficiency in Municipalities
  was published in the Sofia Municipality monthly
  periodical in the issue of September 2005.
• Information on the course was published in the
  magazine Arch Art, issue 42 (20th 27th
  October, 2005).
• An article on the positive role of the performed
  course on Energy Efficiency in Municipalities
  was published in the weekly newspaper
  Stroitelstvo I gradat (Construction and the
  Town) on 31st October 2005.
