CLOSED AREA CONSTRUCTION
  • Paragraph 5-801 specifies the minimum safeguards
    and standards required for the construction of
    closed Areas that are approved for use for
    safeguarding classified material.
  • They apply to all NEW construction and
    re-construction, and existing areas that are
    altered, modified or repaired, and to DSS
    evaluation of old areas.

REQUREMENTS
  • Construction shall conform to the requirements of
    the NISPOM or with CSA approval, to DCID
    standards, the manual for physical security
    standards for Sensitive Compartmented
    Information Facilities (SCIF).
  • On 3/3/04 - AF, Army and Navy jointly approved a
    revised standard called JAFAN 6/9 for SAPF areas
    replacing DCID 6/9.

  • If accessible from outside the area - peened,

    hardboard, wood, plywood, glass, wire mesh,
    expanded metal, or material offering resistance
    to and evidence of unauthorized entry

    be peened, pinned, brazed or spotwelded to
    preclude removal.

  • an approved built-in combination lock
  • an approved combination padlock
  • an approved key-operated padlock

  • panic bolt actuated by a panic bar

    casing or other CSA approved means in keeping
    with fire and safety codes

  • Walls do not extend to the TRUE ceiling and
    there is valid justification, I.e., use of
    overhead cranes for moving equipment within the
    area
  • --contractor shall ensure that surreptitious
    entry cannot be obtained by entering over the
    top of the barrier walls

  • False ceiling is created??
  • barrier walls extend to TRUE ceiling no need
    for reinforcing the false ceiling
  • barrier walls do not extend to TRUE ceiling
  • must be re-inforced with wire mesh or 18 gauge
    expanded metal to serve as the true ceiling.

  • Openings in excess of 96 square inches and over 6
    inches in its smallest dimension

  • 18 gauge expanded metal

  • rigid metal bars 1/2-inch in diameter across
    the width w/max of 6 between bars

  • - use of rigid metal bars require both ends be
    securely fastened to preclude removal
  • - use of rigid metal bars require cross bars to
    prevent spreading

  • When wire mesh, expanded metal, or rigid metal
    bars are use, none must not allow classified
    material to be removed through the openings with
    the aid of any type instrument.
  • Note If Intrusion Detection System IDS is
    used, none of the above are required
