Finanzing organizations

• Central Project Management Agency - is an
  institution, established by the Ministry of
  Finanace. The Agency seeks to ensure efficient
  management of sovereign loans, financial
  assistance funds and other funds provided by the
  European Union, international financial
  institutions and other international and local
  donors
• Lithuanian Business Support Agency - is one of
  the implementing agencies, reporting to the
  Ministry of Economy and responsible for
  administration of EU structural funds related
  with energy (direct support to business,
  improvement of business environment
  infrastructure).

Implementation of CSR (1)

• LDHA has formed a working group (20 members).
  They are the representatives from
• governmental institutions (Ministry of Economy,
  Ministry of Environment, Energy Agency, State
  Energy Inspectorate, National Control Commission
  for Prices and Energy),
• consumer organizations (National Consumer Rights
  Protection Board, Lithuanian Consumer
  association, Federation of multi-Family Apartment
  House Owners Associations),
• Associations (Association of Local Authorities,
  Water Suppliers Association)
• Consultants

Implementation of CSR (2)

• This group is acting from September 2002 when the
  heat law was under preparation. The meetings are
  held on Fridays
• A protocol after each meeting is prepared and
  disseminated by e-mail to each stakeholder.
• The main subjects of meetings
• related conceptual problems and their analyzes,
• introduction of relevant legal acts, which under
  preparation (drafts) and which has entered into
  force
• relations between DH companies and governmental
  and municipal organizations implementing the
  provisions of legal acts in practice.

Implementation of CSR (3)

• We consider this group to be a priority issue to
  adopt the CSRC in Lithuania. Improving the
  dialogue between stakeholders will have a
  positive impact on the sector development.
  Governmental institutions and consumers will gain
  a better understanding of the sector problems and
  vice versa
• Members of this group would form a National
  Netwok group
