FEDEP/DSEEP
  • A PDG (WG) has been established to revise IEEE
    1516.3, Federation Development and Execution
    Process
  • The PDG is expanding the scope of the standard to
    encompass other simulation standards beyond HLA
  • Including folding in the related DIS guidance
    standard IEEE 1278.3
  • Expanded scope is reflected in assignment of a
    new name, Distributed Simulation Engineering and
    Execution Process (DSEEP), and a new base
    standard number, 1730
  • Approved by NesCom at their September meeting
  • PDG (WG) has closed the first comment round and
    is closing out a couple of remaining comment
    resolutions

  • 1278.1, 1278.1a in revision
  • DIS PDG (WG) has developed, reviewed, and revised
    13 drafts since its formation
  • Draft 13 completed in June and received detailed
    review and comment period
  • Draft 14 will be submitted to PDG (WG) for
    approval to take to IEEE Ballot
  • 1278.2 - revise
  • DIS PDG (WG) is preparing a PN (PAR) to begin
    revision
  • 1278.3 - reaffirm
  • Awaiting new ProCom reaffirmation process
  • 1278.4 - reaffirm
  • Awaiting new ProCom reaffirmation process

1516, 1516.1, 1516.2 Status
  • Some significant (good) technical comments had
    more far reaching impact on the standards than we
    anticipated
  • Were within a few weeks of wrapping up final
    changes
  • Anticipate balloting in early 2008
  • Ballot group reopened to allow new stakeholders
    to join since it had been so long since the
    original invitation
  • Closed October 31

  • Recommended Practice for VVA of a Federation, an
    Overlay to the HLA FEDEP was approved by the IEEE
    Standards Board as IEEE Standard 1516.4-2007 on
    27 September 2007!
  • SISO SAC establishing a Product Support Group
    (PSG) which assumes the responsibilities of an
    interpretations committee

Dominance Investigation
  • The former chair of the DIS PDG (WG) requested an
    investigation of potential dominance of the PDG
    by a government program
  • SISO SAC formed an investigation committee
  • Produced a complete report that was forwarded to
    CS SAB and SASB chairs
  • Executive summary
  • There is no evidence that the United States Air
    Force or its subordinate organizations attempted
    to exert coercion or domination of the DIS PDG.
  • Members of the PDG directly sponsored or
    affiliated with the CAF DMO related efforts do
    not constitute a majority of the membership of
    the DIS PDG.
  • While the inquiry identified one case of
    potential bloc voting and one case of organized
    bloc voting, neither of these cases was
    successful in affecting the resulting draft
    standard.
  • Voting records of the DIS Product Development
    Group do not provide evidence of systematic bloc
    voting by members affiliated with the CAF DMO
    program.
  • There are no reported cases of overt coercion by
    either a member's employer or a member's
    sponsoring organization.
  • The Chair of the DIS PDG violated the spirit of
    the SISO restrictions on the Chair's
    participation in procedural or contentious
    discussions.
  • Some officers and members of the DIS PDG violated
    the IEEE Code of Ethics and the DIS PDG's
    Procedures for Participation in DIS PDG Telecoms.
  • SAC updating the SISO PP to specifically address
    inappropriate actions by PDG (WG) chairs

Adios (Kind of)
  • Since I assumed the SAC chair in September, Ill
    be rotating off the SAB after this meeting
  • The new SAC Vice Chair, Jane Bachman, will be
    replacing me on the SAB
  • Please give her the same excellent support youve
    given me over the last several years
  • Ill be rotating off the SISO SAC in September
    2008 because Ill be term limited
  • Hopefully this will mean Ill have more time to
    spend actually developing standards, which is
    what this is really all about
  • Thanks for all the support and guidance over the
    years that allowed me to normalize SISOs
    relationship with the IEEE and made it possible
    for SISOs members to focus on standards
    development
