Energy efficiency indicators in the UK
  • Chris Bryant, Department of Trade and Industry

3
Outline of presentation
  • Use of indicators to aid policy work
  • UK development work on energy efficiency
    indicators
  • Some key UK trends revealed by the indicators
  • Key sources of information to compile indicators

4
Uses of indicators (1)
  • To monitor the impact of policies
  • To monitor progress against targets eg Kyoto
    target, PSA targets
  • To understand trends and make projections
  • To inform evidence-based policy development

5
Four goals of Energy White Paper
  • To put ourselves on a path to cut UKs CO2
emissions by 60 by about 2050, with real
    progress by 2020
  • To maintain the reliability of energy supplies
  • To promote competitive markets in the UK and
beyond, helping to raise the rate of sustainable
economic growth and to improve our productivity
  • To ensure that every home is adequately and
    affordably heated

6
Use of indicators (2)
  • Government will monitor progress with EWP
  • goals annually. Proposed 10 key indicators
  • covering
  • Environment objectives
  • Reliable supplies of energy
  • Competitive energy markets
  • Social objectives
  • First includes energy ratio and energy intensity
    by sector.

7
Energy Review
  • What is the Governments role in ensuring that
the UKs long term goal of reducing carbon
    emissions is met ?
  • How do we develop our market framework for
    delivering reliable energy supplies ?
  • Are there particular considerations that should
    apply to nuclear ?
  • Are there particular considerations that should
apply to carbon abatement and other low carbon
    technologies ?
  • Steps to take towards ensuring that every home is
    adequately and affordably heated ?

Domestic sector energy efficiency index
  • Energy use energy service demandenergy
    efficiency index
  • Energy balance model used to determine split of
changes in heating demand between comfort and
    efficiency
  • Efficiencies of hot water provision calculated
    from information on boiler efficiencies
  • Lighting efficiencies calculated from mix of
    incandescent and energy saving lightbulbs
  • Appliances efficiencies based on a stock model
combined with the testing of new models

Sources of information for domestic energy
efficiency indicators
  • Overall consumption for sector from suppliers
  • Estimates of consumption by end-use based on
    energy balance modelling
  • Building Research Establishment maintain two key
    models
  • Market Transformation Programme Models maintains
model on appliance ownership and efficiencies
  • Indicators also use more general information
number of households, personal disposable income

15
Energy efficiency indicators in industrial sector
  • Wish to use bottom-up approach here too
  • But greater diversity of ways in which energy is
    used than the domestic sector
  • Current focus is top-down indicators, energy
intensities disaggregated as far as possible
  • But disaggregation limited by quality of
    sub-sectoral estimates of energy consumption
  • Research project looking at how best to introduce
bottom-up estimates and reconcile with top-down

Output and intensity effects on industrial energy
consumption between 1990 and 2000
19
Sources of information for industrial energy
efficiency indicators
  • Surveys of suppliers give information on
    consumption for 12 industrial groups
  • Annual Business Inquiry
  • EU-ETS information for energy-intensive sectors
  • Exploring use of linking electricity and gas
meter data to the UKs business register
  • National accounts information on value added by
    sector
  • Energy Efficiency Best Practice Programme

20
Service sector indicators
  • Limited breakdown of this sectors consumption
    from suppliers
  • Annual Business Inquiry provides more detail. Gas
and electricity data may offer more
  • Sub-sectoral intensities can be calculated in
    relation to value-added, employees, floorspace
  • Some potential for exploring similar approach to
    the domestic sector

21
Service sector energy intensity
22
Transport sector
  • Transport service demand can be measured as
    passenger miles and tonne kilometres
  • Also possible to measure energy efficiency of
    vehicles directly
  • Two approaches can produce different results

23
Transport sector intensities
