AVL Project
  • Whats going on with AVL in Olathe?
  • The ultimate goal is to request an Automatic
    Vehicle Location (AVL) tracking system for the
    Streets Division fleet and eventually other units
    within the city. This will allow us to track each
    units movement and whether it is in operational
    mode, such as if the plow is up/down or if the
    sander is on/off.
  • Estimated total number of Vehicles 150

  • Track city snowplows to show areas plowed to
    route vehicles to specific locations more
    efficiently
  • Facility Maintenance Division
  • Track travel time (i.e. windshield time) for
    facility maintenance employees
  • Municipal Services Department
  • Route city trash trucks, recycling, bulk
    pick-up
  • Track arrival times to specific pick-ups length
    of time taken
  • Other city departments will benefits from similar
    applications

Cellular vs Radio
  • Cellular AVL system
  • Coverage beyond the County
  • Monthly service cost
  • Live updates to Base station
  • Usually a hosted site
  • Radio base AVL system
  • Only within the County limits
  • No monthly costs
  • Can be a live or passive system

Radio Upgrades
  • Current Radio System
  • Consists of two radio frequencies
  • Public Safety has a 400 mhz system
  • Non Public Safety uses a 153 mhz system
  • Federal Regulation
  • Narrow the Banding under 500 mhz by 2013
  • Existing 25khz wide-bands must be narrowed 12.5
    or less
  • Sufficient cost for the City
  • Reduced Coverage Area with narrowed bands

Radio Upgrades
  • New Countywide Radio System
  • Using the New Public Safety 700 mhz band
  • Coverage of the entire county
  • Sufficient bandwidth for some data and AVL
  • The initial thought was that Non Public Safety
    entities like Public Works and Municipal Services
    had to use a different frequency
  • This is not true, We can use it!
