    formed
  • South Glos PCT and Prison Service joint smoking
    cessation policy written and implemented
  • NRT monies from Department of Health
  • Stop Smoking courses and 1-1 clinics run in all 3
    establishments
  • More staff trained as Support To Stop advisors

The need to establish a smoking policy for
Ashfield had become increasingly pressing for a
number of reasons
  • Staff wishing to work in a smoke free environment
  • Advice from occupational health specialists
  • Growing public awareness of the dangers of second
    hand smoke
  • Current policy in other YOI establishments
  • Encouraging a healthy lifestyle amongst young
    people
  • Advice from local Primary Care Trust (PCT) with
    regards to smoking cessation support

Smoke Free Policy implemented 31st January 2005

Staff Smoking Procedures
  • Smoking will not be permitted anywhere within the
    perimeter fence
  • Smoking will not be permitted when escorting or
    supervising any Young Person
  • Smoking will not be permitted in any external
    working areas

  • No member of staff or visitor to Ashfield will be
    permitted to bring smoking requisites into the
    establishment
  • All smoking requisites, which includes tobacco,
    matches and lighters are contraband

  • Smoking will not be permitted for staff in any
    building in the establishment including Young
    Persons cells
  • No Smoking signs will be displayed

Young Person Smoking Procedure
  • No smoking by any Young Person in any area at any
    time
  • Smoking will not be permitted in the cells or
    healthcare centre
  • Young Persons not permitted to purchase or carry
    tobacco or any other smoking requisites

  • from the 1st June 2006 all trust buildings will
    be a smoke free environment

Smoke Free AWP
  • For staff, external contractors, members of the
    public, students or volunteers the smoke free
    environment policy will also include the grounds
    of buildings

    Trust covered 9 NHS Stop Smoking Services (now 6)
  • Links with all local NHS Stop Smoking Services
    established
  • Services represented on Smoke Free steering

What we offered - training
  • All the Stop Smoking Services worked together to
    develop the training and the manual.
  • Standardised, mandatory Level 1 (brief
    intervention) training developed for all staff.
  • Each PCT organised this with the AWP locality
    leads

What we offered - training
  • Level 2 Advisor Training
  • This was coordinated trust wide to ensure that
    every trust area had at least one trained
    advisor. A two day training was run twice one in
    Avon and one in Wilts. Further training is
    planned at the end of October

Mental Health vs Standard Training
  • Additional work on NRT and medication
    interactions
  • Discussion on procedures, protocols and their
    implementation
  • Discussion on implications of smoke free policy

Post training support
  • Offer further training, network meetings and
    conferences to help advisors keep up to date
  • Upgrade manual where appropriate
  • Visit new advisors 6 weeks after training to
    offer help, advice and support.
  • Audit service annually in all settings

NRT and protocols
  • Worked with trust pharmacy advisor to produce
    Nicotine Replacement Therapy Guidelines for
    In-patients
  • Involved with decisions as to which items to
    provide
  • Development of referral procedures for users on
    discharge.
