Work Team Objectives
  • Labor Distribution Changes
  • To review the Labor Change Distribution EPAF and
    complete the guidelines for the changes to the
    current business processes regarding how Labor
    Changes are initiated and processed for all types
    of employees. The guidelines will include but are
    not limited to recommendations for the electronic
    approval set up and routing.
  • Labor Redistributions
  • To review the new PHAREDS process in Banner for
    changing the original labor distribution of an
    individual pay event and recommend a process for
    incorporating a segregated approval component.
  •  
  • Both reviews will include analyzing labor changes
    and redistributions from both the departmental
    and core office points of view to ensure that
    business needs are meet for all stakeholders.

Labor Distribution Changes via EPAFS
  • Electronic Personnel Action Form (EPAF)
  • Departments originate personnel transactions via
    EPAF in LoboWeb (Banner Self Service)
  • Transactions are routed electronically for
    approvals and FYIs are sent to those who need to
    know about transactions
  • Core Offices review and apply transactions to
    Banner

  • At go-live UNM will use the EPAF to
  • Change labor distributions for all types of
    employees
  • EPAF is only used if it is the only change to job
    record on employee transaction
  • Post go live initiatives include using the EPAF
    for
  • Hiring all types of employees
  • Salary adjustments
  • Putting employees on leave
  • Changing FTE and more!

  • Labor Distributions in Banner HR/Payroll
  • Labor distributions do not have end dates
  • only effective dates
  • Labor distributions must add up to 100
  • Labor distributions must be captured in
    no flat amounts
  • Banner labor distributions can only be carried to
    the fourth decimal

EPAF Terms
  • EPAF Originator Person with the designated
    authority to initiate a labor distribution change
  • EPAF Approver Person with designated authority
    to approve an EPAF or receive an FYI
  • EPAF Applier Process to put the approved
    information into Banner

  • EPAFS can be returned for approval electronically
    and have the ability to have comments route along
    with the request for approval
  • EPAF Originator can see where their EPAF is in
    the process
  • EPAF Approvers will see who else is in the
    approval queue and can add additional Approvers
    or FYIs

Three Ways to Manage Labor Distributions in
Banner HR/Payroll
  • For Bi-Weekly employees only labor
    distributions can be changed via time entry
  • (Change is ONLY for that pay period)
  • Labor Distributions can be changed up until a
    payroll is run for an employee via EPAF or by
    direct entry into the labor distribution form
  • Labor redistributions will be changed via the
  • PZAREDS form
  • Managing labor distributions is all a matter of
    timing.

Communication to Campus
  • CBT (Computer Based Training) available on line
    for Originators and Approvers in December
  • Depts will designate originators/approvers
    through BAR approval process for their ORGS

  • New Processes for Campus will be mapped with
    links to forms, training, policies, business
    practices, job aids
  • If computer lab support is needed for successful
    completion of EPAFs will be
  • facilitated.
