The Tskhinvali field office
Main task - to monitor the JPKF activities - to
maintain and develop contacts with civilian and
military authorities - to participate on the
meetings organized by JPKF, local authorities
or by the JCC (Joint Control Committee) - to
collect information about security and military
situation.
Organization structure - one diplomat (on
the permanent bases) - one military
representative (on the permanent bases)
Our field office is the only single International
organization with permanent international staff
in this region. The other International
organizations like UNHCR, NRC,IRC,UNOCHA, ADRA
are covering their tasks in Tskhinvali region,
only by using their local staff.

Day-to day work of the field office
Regular morning briefings in the JPKF HQ -
presence of military representatives of all three
sides (Russian, Georgian, Ossetian), senior
military observers, OSCE representative
(permanently) - subject of the briefing Night
time monitoring - participants - the main
objective Weekly monitoring - Full control of
the JPKF units (platoons) - participants -
details of the monitoring - comments related to
our experiences. Weekly meetings (law enforcement
bodies and administration).

The JPKF activities in the Georgian-Ossetian
conflict zone
The JPKF one of the stabilizing factors
The JPKF composition - Russian battalion
(staffing with personal 451 men, 48 units of
armored and 56 units of transport vehicles, AK,
RPK, KPVT, PKT submachine and machine guns, RPG,
AGS grenade launchers and 82 mm mortars) -
Georgian battalion (staffing with personal 192
men, 7 units of armored and 9 transport vehicles,
AK, RPK, KPVT, PKT submachine and machine guns
and RPG grenade launchers) - Ossetian battalion
(staffing with personal 451 men, 21 units of
armored and 35 units of transport vehicles, AK,
RPK, KPVT, PKT submachine and machine guns and
RPG grenade launchers).

The general task of JPKF - control entirely the
situation - preventing violent outbreak and
ethnic bloodshed The methods of performing
duties - system of mobile posts and patrols -
permanent check points - rapid reaction
groups - stationary posts. The posts and
patrols are checking the vehicles and passers by
for arms , ammunition, explosives and drugs.

The Program of Voluntary Hand-over of Weapons and
Ammunition
High quantity of firearms among local population
on the territory of former conflict is a
permanent source. The Mission assumes that only
a well prepared program for voluntary hand-over
of small arms conducted on the mass bases is able
to significantly revitalize situation and
positively effect on improving situation in the
conflict zone. Precedents of the Program 1995
Meeting in Vladikavkaz 1997 Djava agreement 1999
Plan about voluntary hand -over of weapons and
ammunition signed 2000 The program was
started Program of Small Arms Voluntary
Hand-over carried out by Joint Command of JPKF
in close collaboration with law enforcement
bodies from January of 2000.

The voluntary hand-over of SALW - to he JPKF
battalions - to the police and militia stations
Until 14th of June 2001 was handed over by
Georgians and Ossetians 898 units of weapons
and ammunition and 186,9 kg of explosives without
any compensation.
Type of handed over weapons and ammunition -
artillery cannon 2 units - gun 39 pieces -
grenade launcher 4 pieces - antitank guided
missiles 3 pieces - mortar 4 pieces - mines,
shells, missiles, hand-grenades 846 pieces -
explosives 186,9 kg

process - positive results (improvement of the
security, better co-operation between law
enforcement bodies of the sides) - there is a
needs for accelerating of the process - the
process of voluntary hand-over SALW is in close
connection with the general situation of the
region with the feelings of the people. - the
OSCE steps to facilitate the process (seek the
international financial help for founding the
different projects).
