  • The course at the Department of Surveying on the
    topic of the system of urban development and
    planning, interaction between local planning
    policies and actors strategies. The role game
    called Urbax, which simulates the development of
    a city. Participants of the course will play the
    game in a differnt roles as a city council,
    private developers and industrialists.

Pedagogical objectives of the Urbax game 1. To
understand the actors strategy local
authorities, public-private developers, and
industrialists. 2. To understand the urban
planning system and to be able to appreciate the
interaction between the various urban policies
in order to put forward a global urban planning
strategy. 3. To be able to use the planning tools
and methods relevant to a historic quarter, new
neighbourhoods and areas of economic activity.

  • The state of the local economy depends on the
    amount of population. In times of economic
    trouble, an area often will experience a loss in
    population, which is a direct result of a
    stagnant economy.

  • Local economy can be divided into two general
    sectors
  • a basic sector (non-local)
  • a non-basic sector (local)

  • Economic Base Theory assumes that all local
    economic activities can be identified as basic or
    non-basic.

Basic Sector   Constitutes of local businesses
(firms) that are entirely dependent upon external
factors and non-local firms. The produced goods
are not consumed locally, but they are exported.
Manufacturing and local resource-oriented firms
like logging or mining are usually considered to
be basic sector firms.   Basic sector is the
engine of the local economy.   Non-basic
Sector   Constitutes of those firms that depend
largely upon local business conditions. Almost
all local services like drycleaners, restaurants
and grocery stores are identified as non-basic
because they depend almost entirely on local
factors. Non-basic goods and services are both
sold and consumed by the local polulation.

of the basic sector upon the local economy is the
ratio between total employment and basic
employment. How many non-basic jobs are created
by one base job? Employment multiplier KT/B,
