3Purpose
To provide Composite Risk Management knowledge
and tools to TRADOC Training Developers and
Instructors that ensures CRM integration into
institutional training products.
4Introduction
This block of instruction is intended to better
equip you to integrate CRM into Army training
products. This instruction will help TRADOC
fulfill the Army Chief of Staffs requirement to
integrate CRM into all military and civilian
training.

curricula of Army schools
7What is CRM?
- Composite Risk Management -
- Its more than three words
- It is a process you use 24/7 to protect yourself,
others, your equipment and mission success. From
every type of risks in your life and career.
8Types of Risk
- Accident
- Tactical
- Financial
- Medical
- Criminal
- Technological
- Diplomatic
- Informational
- Military
- Economic
9CRM Principles
- Integrate CRM into training, instruction, and
missions. - Make risk decisions at the appropriate level.
- Accept no unnecessary risk.
- Apply the process cyclically and continuously.
- Do not be risk averse.

10CRM Terms
Refresher
- Risk -
- Chance of hazard or bad consequences
- exposure to chance of injury or damage.
- Risk level is expressed in terms of hazard
- probability and severity.
11Attention Getter
Youve been assigned to develop and implement a
block of instruction on the GRENADE.
12We know its going to explode.
What is your written plan to make sure it does
it safely?
13NOW WAIT A MINUTE!
I havent thrown a grenade since basic!
You dont make a plan off the top of your head,
you turn to TMs, FMs, STPs, SMEs, Safety, and
other instructors and TDs.
14CRM Integration
- What is being trained?
- How is training conducted?
- Where is training being conducted?
- What are the Hazards in the training?
- What is the Initial Risk Level?
15CRM Terms
Refresher
- Risk Management -
- The process of identifying, assessing, and
controlling - risk arising from operational factors, and
making an - informed decision that balances risk cost with
mission - benefits.
16CRM Terms
Refresher
- Composite Risk Management-
- The Armys primary decision making process for
- identifying hazards and controlling risks across
the - full spectrum of Army missions, functions,
operations, - and activities.
17CRM Process

18The 1, 2, 3s of CRM Integrating into Training
- 1. Review your training for Hazards.
- 2. Assign an Initial Risk Level
- Classroom - Low, PE- Moderate,
- Field Training- Moderate or Higher.
- 3. Identify Safety Requirements and Integrate
warnings - of the class hazards into the POI or TSP.
- Have the Branch Safety Manager Review the TSP or
- POI before approval of Course Director.
19Sample TSPVehicle Recovery
20Review your Training for Hazards
Step - 1
- What is the task? Where is it instructed
and tested? - Enter the Safety Requirements - Mandatory Safety
equipment, PPE - If its in the classroom but its related to the
field, can you point out Hazards found in the
field? - Example
- Land Navigation Compass use classroom NO
- Land Navigation Course field YES (Wildlife,
getting lost, etc) - Insert these warnings throughout the TSP
or POI as required
Instructor Note The Safety Requirements and
Risk Level should be announced to the students
in the opening of the class. (or have a student
do)
21Review your Training for Hazards
Step - 1 Continued
- What is the task? Where is it
instructed and tested? - Enter the Safety Requirements - Mandatory Safety
equipment, PPE - Does your Practical Exercise room have hazards?
- Example
- Welding classroom YES (Identify the hazards of
welding, - fire, electrocution, blinding light, etc.)
- Welding PE YES (cover the same hazards above
and others such - as screening of arc welding from other
personnel) - Insert these warnings throughout the TSP or
POI as required
Instructor Note The Safety Requirements and
Risk Level should be announced to the students
in the opening of the class. (or have a student
do)
22Safety Requirements
23Risk Assessment Level into TSP
Step - 2
- Assign an Initial Risk Level
Classroom-Low, PE-Moderate, Field
Training-Moderate or Higher. Review your class
for Hazards. - What is the Risk level?
- Using the Risk Management Worksheet list
the hazards you identified - for the class and use the Risk Matrix to
determine the level of risk you - would assign for the minimum controls
that the TSP can control. - Example
- Fork lift operations, field environment,
risk personnel run over, - assigned instructor ratio 16, Initial
Risk Level Low. - Fork lift Operations, Field environment,
Risk personnel run over, - assigned instructor 1 per class, Initial
Risk Level High. - In Section II. INTRODUCTION, Risk Assessment
Level block assign the risk level (based on
the safety equipment, warnings outlined in the
TSP)
24Assign Risk Levelby Areaof Tng
25Input Environmental Considerations
26Integrate CRM / Safety Into TSP
Step - 3
- Integrate warnings of the class hazards into
the TSP or POI. - What are the Hazards, Warnings, Caution
Statements, Dangers? - What Controls are required as a minimum to
protect the Soldier - and Instructor? Flashlight,
eye-protection, gloves, hardhat, etc. - What guidance would you recommend to the
instructor to be safe? - Ensure students are supervised, firing
line safeties, firing order - commands clear, inspect wire rope before
class, etc. - In Section III, PRESENTATION, integrate
warnings where - appropriate for instruction.

Main questions that should come to mind when
a Soldier faces a recovery task 1. What are the
Hazards?.....
28Identify the Hazards to the Student
29Branch Safety Review
Step - 4
- Send the POI, TSP, or Lesson Plan to the Branch
Safety Manager - for review. (Either by ASAT MOS, Word, or
blackboard). - Incorporate recommendations as seem appropriate
for the - course, training, and time.
- NOTE In ASAT the Writer will have to insert the
Branch Safety Managers name, rank and date of
review in SECTION II, INTRODUCTION above the
Course Directors approval block. -

33CRM Terms
Refresher
- Hazard -
- Any real or potential condition that can cause
- injury, illness, death of personnel, damage to,
or - loss of equipment or property, or mission
- degradation.

- TRADOC CG level Extreme High
-
37CRM Terms
Refresher
- Residual Risk -
- The anticipated level of risk remaining
- after controls have been identified and
- selected for hazards that may still result
- in injury or damage to students or cadre
- or resources.
