Consultation Specific State-to-State Requirements

• The State must consult with other States to
  develop
• Reasonable progress goals, where other States are
  contributing to visibility impairment in a Class
  I area (51.308(d)(1)(iv))
• Emission management strategies, when either the
  State is impacting Class I areas in another State
  or vice versa (51.308(d)(3)(i))

Requirements Affecting the Need to Consult

• Progress report assessment of any significant
  emissions changes within or outside the State
  that have impeded progress (51.308(g)(5))
• Additional strategies to address any deficiencies
  in existing SIP (51.308(h)(2))

Consultation Specific State-to-FLM Requirements

• For affected FLMs, the State must provide
• Consultation opportunity in person at least 60
  days prior to public hearing of RH SIP revision
  (51.308(i)(2))
• Procedures for continuing consultation on program
  implementation (51.308(i)(4))
