After School Education and Safety Program
  • The After School Education and Safety (ASES)
    Program was established in 1998 (Senate Bill
    1756) to fund school partnerships with city,
    county and community organizations to improve
    student performance in school and to provide a
    safe environment before and after school for
    students in grades K-9

ASES Appropriations
  • State General Fund appropriations to the ASES
    Program have grown from 50 million in FY98/99 to
    121 million

Proposition 49
  • In November of 2002, California citizens passed
    Proposition 49, championed by Arnold
    Schwarzenegger, which requires the state to
    increase the annual ASES allocation to 550
    million when the non-Prop. 98 portion of the
    State General Fund is 1.5 billion higher than it
    was in FY01/02
  • This trigger was met this year and the funds
    were appropriated for the FY06/07

Senate Bill 638 (Torlakson)
  • This bill is considered the implementing
    legislation of Proposition 49, and made
    significant changes to the Education Code
    governing the ASES program (8482 8484.6)
  • Governor Schwarzenegger signed the bill into law
    as an urgency statute on September 21, 2006

ASES Eligibility
  • Proposition 49 was intended to make after school
    programs universal, so all public elementary
    and middle schools may apply for funding
  • Only Local Education Agencies, Cities or Counties
    may be the fiscal agents for ASES grants

ASES Partnerships
  • ASES grantees are encouraged to partner with
    local community-based organizations (CBOs) to
    plan and deliver after school programs
  • Education Code (8482) outlines the legislatures
    intention that grantees partner with CBOs

ASES Program Locations
  • Services are intended to be campus-based, but can
    be delivered off-site if safe transportation is
    provided from the school to the alternate site
  • The California Department of Education (CDE) must
    approve the location and transportation plan

ASES Funding Priority
  • First existing ASES grantees
  • Second existing after school programs funded by
    federal 21st Century Community Learning Centers
    (21st CCLC) program
  • Third new applicant schools with 50
    Free/Reduced Lunch (FRL)
  • Fourth new applicant schools with
  • Fifth Funds for summer programs, before school
    programs, or large school bonuses

ASES Funds Available
  • Of the 550 million appropriated
  • 180 million will be granted to existing ASES
    programs
  • 120 million will be granted to 21st CCLC
    programs transitioning to ASES
  • 250 million will go to new grantees
  • The CDE reports that requests for new programs
    have exceeded 250 million

ASES Grant Duration
  • Funding is provided as a three-year, renewable
    grant
  • Grantees receive a new grant award every year
  • Grantees must perform an internal review of
    program goals and objectives once every three
    years and inform the CDE of any resultant changes
  • Grants are made in perpetuity, provided that
    funds continue to be made available and grantees
    comply with all evaluation and reporting
    requirements

ASES Grant Formulas
  • Direct grants are based on 7.50 per pupil, per
    day for after school and 5.00 per pupil, per day
    for before school programming for 180 days per
    year
  • Maximum grants will accommodate
  • 84 ADA after school and 42 ADA before school at
    elementary level
  • 111 ADA after school and 55 ADA before school at
    middle/junior high school level

ASES Grant Levels
  • Maximum ASES grants are
  • 112,500 for elementary after school
  • 37,500 for elementary before school
  • 150,000 for middle/junior high after school
  • 49,000 for middle/junior high before school

ASES Match Requirements
  • Programs must secure one cash or in-kind dollar
    for every three ASES dollars received
  • Facility usage may cover up to one-quarter of the
    33 match required
  • Programs are not required to operate at no cost
    to families, but no pupil may be denied service
    due to an inability to pay

ASES Payments
  • Grantees receive 65 of annual funds 30 days
    after accepting the grant
  • Grantees receive and additional 25 30 days after
    the CDE receives the grantees mid-year reports
  • The final 10 is paid 30 days after all required
    reports for the fiscal year have been received by
    the CDE
  • Unexpended funds may be carried forward for up to
    six months with approval of the CDE

ASES Reporting
  • Grantees are responsible to submit the following
    reports to the CDE
  • Quarterly expenditure reports (October, January,
    April, July)
  • Semi-annual attendance reports (January and July)
  • Annual evaluation reports (July)

ASES Certifications
  • Funded schools have agreed to provide the
    following
  • Educational and enrichment components
  • Physically and emotionally safe environment
  • Integration with core school day
  • Collaboration with community
  • Opportunities for physical activity
  • Nutritious snack
  • Fiscal accountability and match verification
  • Required evaluation data on all participating
    students

ASES After School Hours of Operation
  • All programs must operate every school day from
    dismissal until 600pm and at least 15 hours per
    week
  • Elementary students are intended to participate
    for the full range of hours
  • Middle/junior high school students are intended
    to participate for a minimum of three days/nine
    hours per week

ASES Before School Hours of Operation
  • Programs must operate a minimum of 90 minutes per
    day and dismiss upon the beginning of the school
    day
  • Pupils must attend at least 45 minutes to be
    counted as an attendee
  • Before school programs must offer a breakfast meal

ASES Staffing Requirements
  • Staff members who directly supervise pupils must
    meet the minimum requirements for an
    instructional aide set by the district
  • Site supervisors serve at the will of the school
    principal
  • Programs must maintain a student to staff ratio
    of 120

ASES Evaluation Reporting
  • All grantee schools are required to report the
    following data on participating students
  • After school program attendance
  • Regular school day attendance
  • CST scores for English/Language Arts and
    Mathematics

ASES Accountability Program Attendance
  • Grantees who fail to meet 85 of their attendance
    targets for two consecutive years will have their
    grant amounts adjusted by the CDE
  • The CDE will provide technical assistance to any
    grantee that achieves less than 75 of target
  • Grantees that fail to meet 75 of target for
    three consecutive years are subject to termination

ASES Accountability School Day Attendance
  • Grantees must demonstrate that at least 70 of
    participating pupils either decreased absences
    from the previous year or maintained an
    attendance rate of 95 or higher

ASES Accountability Standardized Test Scores
  • Grantees must demonstrate one of the following
    outcomes for participating pupils
  • Percentage performing far below basic declined
  • Percentage performing at far below basic and
    below basic declined
  • Percentage performing at or above basic increased
  • Participating pupils performed better than peers
    not participating in the program
  • Grantees failing to demonstrate outcomes for
    three consecutive years are subject to termination
