Referred to Agriculture
Title of Bill
An act to amend the Agriculture and Markets Law,
in relation to establishing animal response teams
for use in emergencies and disasters affecting
animals in NYS.
Purpose
to provide for the creation and operation of
state and county animal response teams to assist
in the preparation of response to, recovery
emergencies affecting animals in NYS.

....Commissioner authorized to establish state
and county animal response teams
.Commissioner may appoint qualified volunteers
to such teams which include appropriate state
agency and specialty personnel and such other
personnel and volunteers as deemed appropriate.
.....Qualified volunteer ..active member of an
animal response team, has been either activated
by directive of the commissioner or is acting in
an official capacity of the animal response team
pursuant to guidelines from the commissioner.

Individuals appointed to an animal response team
shall be deemed volunteer state employees for
purposes of section seventeen of the Public
Officers Law and section three of workers
compensation law.
Commissioner shall promulgate rules and
regulations relating to the formation, training,
appointing and activation of state and county
animal response teams established pursuant to
this article.
