Title: ENERGY and ENVIRONMENT: A VISION FOR THE FUTURE

1
ENERGY and ENVIRONMENT A VISION FOR THE FUTURE
  • Mike Smith
  • Head of Sustainable Development

2
  • Driving Sustainable Choices

3
Yorkshire Humber Region
4
Driving Change through the RES
  • ..we are about to grow faster and more
    sustainably.
  • AIMS
  • Business grow our existing and new businesses
to achieve sustainable economic growth and jobs
  • People Enhance and realise the potential of
all our people to achive a healthy and inclusive
    region
  • Environment utilise regional assets, maximise
resource efficiency, protect and enhance the
    environment

5
REGIONAL ECONOMIC STRATEGY
  • The region will respond vigorously to climate
    change
  • by integrating sustainable development into
    activity
  • and mainstreaming practical projects.
  • It will reduce polluting emissions, dependency on
  • fossil fuels and create new business
    opportunities
  • for instance by reducing waste, promoting
    efficient and
  • renewable energy, and managing flood risks
  • (Regional Economic Strategy for Yorkshire
    Humber 2006-2015)

6
Targets
  • Reduce ghg emissions by 20 / 2010 25 / 2016
  • Half above average deprivation levels
  • Create 150000 200000 new jobs
  • Productivity 25 30 increase in GVA/worker
  • Skills 80 with NVQ level 2
  • Double RD to more than 1 of GVA
  • 32000 new businesses

7
Embedding Sustainable Development
  • More businesses
  • Competitive businesses
  • Skilled people
  • Good jobs
  • Transport, infrastructure and environment
  • Stronger cities, towns and rural areas

8
Challenges for a Sustainable Region
  • Transport connectivity
  • Crime
  • Civic participation
  • Waste management
  • Energy/Climate change
  • Health/obesity
  • Social inequalities

9
  • Yorkshire Forward Sustainable Development Policy
  • 2. Sustainable Development is a process by which
all people realise their potential and improve
their quality of life in ways that do not destroy
the earths life support systems. Sustainable
development will therefore adhere to ecological
conditions that are a prerequisite for economic
    success.
  • We will encourage economic activity that
utilises environmental assets and provides social
benefits in a sustainable manner, respecting
    environmental limits
  • We will maximise resource efficiency, recovery
    and remanufacturing, seeking to achieve
    sustainable consumption and production patterns
  • We will develop a low carbon economy and
support climate change adaptation and mitigation

10
  • Behaviour change will be needed
  • to deliver sustainable development.
  • However,
  • attitude and behaviour change
  • is a complex subject
  • (Securing the Future, 2005)

11
WHAT DOES THIS MEAN FOR YORKSHIRE FORWARD?
  • Finding the levers to change behaviour, through
  • Changing routines
  • Raising expectations
  • Policies and incentives
  • Taking action

12
VISION
  • ITS LOW OR ZERO
  • ITS SMALL with a place for big
  • ITS DECENTRALISED
  • ITS VARIED
  • ITS GOT GOOD JOBS
  • ITS SUPPORTED BY COMMUNITY

FRAMEWORK
  • REGIONAL ECONOMIC STRATEGY 2006 - 2015
  • REGIONAL ENERGY STRATEGY launched this year
    cleaner coal with carbon storage/hydrogen
    biofuels and biomass renewables and
    microgeneration energy from waste
  • REGIONAL SPATIAL STRATEGY
  • REGIONAL CLIMATE CHANGE ACTION PLAN
  • REGIONAL SUSTAINABLE DEVELOPMENT FRAMEWORK (IRF)

15
LISBON
  • Knowledge-based economy information society
    RD, competitiveness innovation internal
    market
  • Investing in people and combating social
    exclusion
  • sustaining economic outlook
  • Investment in RD should be three per cent of
    GDP
  • reduction of red tape to promote entrepreneurship
  • achieving an employment rate of 70 per cent

16
LISBON
  • Delivery lagging and poor integration of SD. New
    priorities
  • Investment in networks and knowledge
  • Strengthening competitiveness in industry and
    services invest in environmental industries
  • Increasing labour market participation of older
people promoting active ageing by encouraging
older workers to work for longer.

17
EU ENERGY AND CLIMATE CHANGE
  • To hit 2 degree target - Reduce greenhouse gas
emissions by at least 30 by 2020 and 80 by
    2050.
  • 22 renewable electricity by 2010
  • Pay price of carbon
  • 20 increase in efficient use of energy by 2020
  • 5.75 bio-fuel content by 2010
  • Massive improvements required in transport ee
    energy generation

ENCOURAGE
Example Climate Change Agreements
  • Energy intensive sectors
  • 10-year agreements
  • 2005 44 sectors and 10,000 sites covered
  • Some sectors have already achieved 2010 targets

20
GENERATION
  • 9 STATIONS 13,369 MW coal and gas
  • 85 CHP units 510MW electricity, 288 MW heat
(12 units provide 90 of generation)
  • 39 Renewable Energy units 103MW
  • Embedded generation 340 ( 10-20) MW

22
Renewable Energy (RE) Targets
  • UK RE targets 10 by 2010 and 20 by 2020 apply
    regionally
  • Current YH RE represents 0.7 of regional
generating capacity but 10 of UK RE capacity
  • YH needs 708MW by 2010 (1.5billion required)
    and 1,850MW by 2020
  • Targets adopted through RSS
