  • History
  • Recently, Best Buys and Circuit City stores
throughout the east coast have been targeted by
    an organized theft ring.

4
Maverick Bars
  • The method of burglary was similar in all
incidents. The group used hydraulic jacks, rams,
or mechanical means to force open overhead doors
    and/or steel exterior exit doors.

  • They proceeded directly to pre-determined
merchandise storage cabinets, forced open and
    removed digital imaging equipment.

  • The estimated time from start to completion was
    always less than ten minutes.
  • To date, Best Buys and Circuit City have a
combined estimated product loss of over
    one-million dollars.

  • Maverick Bar is the trade name of a
manufactured security bar device used to restrict
movement of single and double walkthrough doors.

  • Issue
  • The Maryland State and Anne Arundel County Fire
Prevention Codes prohibit the use of such devices
on exit doors when the structure is occupied.

  • It has long been this Offices stance that
devices such as slide bolts, chains, padlocks,
tie-back bars, keyed deadbolts, etc. are not
permitted for use regardless of whether the
building is physically occupied or not.

  • Of great concern is the unreliability of the
occupants to physically remove or disengage such
devices when the building is occupied,

  • and a greater concern is for the safety of
firefighters who may enter the structure for fire
    operations after normal business hours.

  • What is a Maverick Bar?
  • The Maverick Bar is simply two modified pieces of
steel box tubing and angle iron that, when placed
into the steel mounting brackets on the door
frame and door, maintain the door in a closed
    position.

  • What makes them unique is the ability to utilize
set-screws to custom adjust the door and frame
attachment points based on each individual door
    installation.

  • Upon recognition, the bars are easily removed
from the interior by staff during normal
operations or by firefighters in emergency
    conditions.

  • But what about the Fire Code?
  • After thorough review and recommendations by the
Maryland State Fire Prevention Commission, the
Maryland State Fire Marshals Office has entered
into an agreement with Best Buys to permit use of
the Maverick Bars within the following
    guidelines

Maverick Bars
  • If at any time Best Buys fails to perform as
    required, permission will be revoked.
  • Any time that the structure is occupied,
regardless of the number of occupants, the bars
must be removed from all doors.

Anne Arundel County Fire Marshal Division Code

36

  • Bars must be removed from all doors immediately
upon the first person entering the structure.
  • Once removed, the bars must be kept in a secure
    location.

  • The bars must be individually marked to indicate
the individual door and top or bottom location.
  • Bars are not to be intermingled from door to
    door.
  • Note This is because each bar is custom
adjusted to fit a specific door and specific top
    or bottom location.

  • So, what does this mean to me?
  • Egress from the interior
  • When the store is occupied, the bars should not
    be in-place
  • Exiting is unimpeded.

  • When the store is unoccupied and the bars are

  • Exterior forced entry techniques
  • Ingress through doors with advanced security
    arrangements require properly trained and
    equipped personnel. Without an appropriately
    equipped, well-trained and adequately staffed
truck or squad company, access through adjacent
horizontal or vertical openings may be more
    effective and timely.

Anne Arundel County Fire Marshal Division Code

45

  • There may be occasions, however, which dictate
the need to force entry through such doors.
  • Examples include a lack of adjacent or
appropriately located openings or entry points
the need for a specific, controlled horizontal
ventilation point or the possibility of civilian
    or firefighter rescue.

  • Personnel may be able to identify doors with
    permanently added security features through
familiarization and a quick examination of the
    exterior of the door.

  • Note that a steel plate has been welded over the
latch side of the door jamb.

  • Note that a steel plate has been welded over the

  • Also, note the presence of the four rectangular
    steel braces.

51
Maverick Bars
  • Obviously, traditional through-the-lock entry
techniques cannot be performed on this door
    arrangement.
  • Note Best Buys Annapolis has over 15 perimeter
    doors with this arrangement present.

52
Maverick Bars
  • Standard methods of entry would be to force the
door with irons and hydraulic tools or to utilize
a K-12 circular saw with a metal cutting blade to
conduct a sideways V cut over the lock
    assembly.
  • Both of these methods are inappropriate for doors
    equipped with Maverick Bars.
  •

53
Maverick Bars
  • One method of entry, which is both time consuming
and labor intensive, is to dissect both Maverick
Bars and the locking panic hardware.

54
Maverick Bars
  • Using a K-12 circular saw with metal cutting
blades, the objective is to cut in half the steel
    carriage bolts.

  • The remaining shaft of the bolt must then be
driven through to the interior, thereby freeing
    the door bracket.

  • Once done, the interior panic lockset must still
    be bypassed or disabled.
  • A sideways V cut over the locking assembly
would then be required to complete access.

58
Maverick Bars
  • The quickest, easiest, and recommended method of
    forced entry is as follows
  •

Anne Arundel County Fire Marshal Division Code

59
Maverick Bars
  • Using a K-12 circular saw with a metal cutting
blade, conduct a horizontal long-triangle cut,
ensuring that all portions of the doors security
features are accessible to manually release.

  • Other alternatives may also include bypassing
the doors and breaching the CMU exterior wall
with irons, sledgehammers, and/or K-12 saws
    equipped with masonry blades.

  • Closing
  • As of this date, Best Buys is the only
organization that has entered into agreement with
    the State and County
  • Fire Marshals Offices.
  • As such, Best Buys are the only facilities in
Anne Arundel County permitted to use this
    supplemental locking arrangement.

  • Closing
  • Although the devices are very simple in nature
and operation, it is strongly recommended that
companies, including those that may be called to
    conduct firefighter rapid intervention
operations, make field visits to the respective
facilities to further their familiarization with
    these unique locking arrangements.
