3The Participants on a tournament team (all Stars)
must be eligible for the particular division of
play based on all three of these criteria

- Eligibility refers to each of these elements
- Age
- Participation in at least 60 of the regular
season, as of June 15, in the proper division. - Residence, as defined in the Residence
Eligibility Requirements on pages 14-15 of the
current rules and regulations.

- Availability
- This refers to whether the candidate will be able
to practice and play with the team. Will the
player be away on vacation during some or all
practices/games? If so the league may wish to
disqualify the player from consideration.

- Ability
- This is solely in the opinion of those making the
selections. The local Little League Board of
Directors decides the method for selection of
eligible players. That decision cannot be
overridden by the District Administrator,
Regional Headquarters or Little League
International. The Selection of the managers and
coaches for the tournament team is up to the
board of directors. A tournament team manager or
coach must have been a manager or coach in that
division of the league during the regular season. - Remember alternates are not allowed or named as
such.

- Residency and Age Verification
8RESIDENCE ELIGIBILITY REQUIREMENTS
- Each local Little League determines the actual
geographic boundaries of the area from within
which it shall select players. These boundaries
must be described in detail and shown on a map
and dated when making application for a Little
League charter. Players will be eligible to play
with that league only if they reside within the
boundaries provided to and approved by Little
League Baseball International.
9RESIDENCE ELIGIBILITY REQUIREMENTS
- A player will be deemed to reside within
the league boundaries if - His/her parents are living together and are
residing within such league boundaries, - OR
- Either of the players parents (or his/her
court-appointed legal guardian) reside within
such boundaries. It is unacceptable if a parent
moves into a leagues boundaries for the purpose
of qualifying for tournament play. Residence,
reside and residing refers to a place of bona
fide continuous habitation. A place of residence
once established shall not be considered changed
unless the parents, parent or guardian makes a
bona fide change of residence.
10RESIDENCE ELIGIBILITY REQUIREMENTS
- Residence shall be established and supported by
documents from THREE OR MORE of the following
categories to determine residency of such parent
(s) or guardian
- Financial (loan, credit, investments, etc.)
records - Insurance documents
- Medical records
- Military records
- Internet, cable or satellite records
- Vehicle records
- Employment records
- Drivers License
- Voters Registration
- School records
- Welfare/child care records
- Federal records
- State records
- Local (municipal) records
- Support payment records
- Homeowner or tenant records
- Utility bills (i.e., gas, electric,
water/sewer, phone, mobile phone, heating, waste
disposal)
Note Example Three utility bills (three items
from No. 10) constitute only ONE document.
11RESIDENCE ELIGIBILITY REQUIREMENTS
- Under NO circumstances does ANY person have
the authority to grant a waiver that allows a
child to play in a local Little League program IN
ANY DIVISION, when that child does not qualify
under these residency requirements.
12RESIDENCE ELIGIBILITY REQUIREMENTS
- If the claim for residency is challenged,
three of the above materials must be submitted to
Little League Baseball, Incorporated, with an
affidavit of residency from the parent (s) or
guardian, which shall decide the issue, and that
decision shall be final and binding. Residency
documents must illustrate that the residence (as
defined above) was inside the leagues
boundaries for at least one-half of the regular
season (as of June 15 of the year in question).

PROOF OF BIRTH DATE
- Original proof of age document, if issued by
federal, state or provincial registrars of vital
statistics in the country in which the Little
Leaguer is participating.
14PROOF-OF-AGE REQUIREMENTSACCEPTABLE FORMS OF
PROOF OF BIRTH DATE
- If country of participation differs from the
country of proof of age document, original
proof-of-age document issued by federal, state or
provincial registrars of vital statistics, or
local offices thereof, are acceptable proof of
age, provided the document was filed, recorded,
registered or issued within one (1) year of the
birth of the child.
15PROOF-OF-AGE REQUIREMENTSACCEPTABLE FORMS OF
PROOF OF BIRTH DATE
- An original document issued by federal, state or
provincial registrars of vital statistics, or
local offices thereof, listing the date of birth,
with reference to the location and issue date of
the original birth certificate, is acceptable.
(The original birth certificate referenced must
have been filed, recorded, registered or issued
within one (1) year of the birth of the child.)

PROOF OF BIRTH DATE (Continued)
- Also issued by these agencies are
photocopies of the certificate of live birth with
the certification also photocopied, including the
signature, and include the seal impressed
thereon. Such documents are acceptable without
live signatures, provided the original filed,
recorded, registered or issued date of the birth
certificate was within one (1) year of the date
of birth.

PROOF OF BIRTH DATE (Continued)
- For children born abroad of a parent or parents
who are U.S. citizens, any official government
document issued by a U. S. federal agency or
service, is acceptable. For military dependents,
Department of Defense identification cards and
military hospital certificates are acceptable.
These must be originals, not copies, and must
refer to a filing, recording, registration, or
issue date that is within one (1) year of the
birth of the child. - A Statement in Lieu of Acceptable Proof of
Birth issued by a District Administrator is
acceptable.

Replacement Player Notes

- How to Build Tournament Books
34In an effort to speed up the process of having
your tournament books checked, we require that
each book be set up in the same way. It will save
time for those checking the books and save time
for those who have to stand in line.
- In a 3-ring binder, place the following
information, in this order - Tournament Team eligibility Affidavit
- Map with the league boundaries marked and with
physical descriptions. Each players location
must be clearly marked with his /her affidavit
number. - Set of dividers, one divider per player. Each
divider must be numbered and placed in order of
the players entry on the affidavit. In each
divided section have the following, in this exact
order - Birth Certificate
- Little League Medical Release
- 3 proofs of current address (unless they are
a II(d) or IV(h) player). In that case we
need 3 proofs of the former address along with
copy of the waiver - Any other waiver with supporting information

- Announcement of and Practice by the Tournament
Teams
39Announcement
- The names of players selected for the tournament
teams shall not be made before June 15th and not
until the availability and eligibility of all
team member have been established. - Little League Accident Insurance for tournament
teams will not go into effect until June 15th or
the announcement of tournament team members,
whichever is latter.
40Practices
- Majors Division and above
- Practices or try-outs for tournament teams shall
not be held before June 15th.The tournament team
must not practice with or against players in
another division and /or players in another
chartered league. The tournament team can,
however, practice with or against players in the
same charter and same division. - 9-10 and 10-11 Year Old Division
- Practices or try-outs by tournament teams shall
not be held before June 15th or two weeks prior
to the start of the tournament, whichever is
earlier. Tournament team practice may only take
place against players in the same league,
providing such practice is done out of uniform. -
41Uniforms
- Leagues must provide each team with a distinctive
uniform (leagues may not charge for uniforms
unless lost or stolen). - Parents of tournament team players must not be
shouldered with the burden of supplying uniforms
or paying for the players travel, these are the
leagues responsibilities. - Every member of the team must wear a conventional
uniform which includes shirt, pants, (or shorts
softball only), stockings and cap (or visor
softball only). This may be a regular season
uniform. - Little League requests that no names be placed on
the back of the uniform.
