National Child Re-Interview Process
  • Re-examine correctness of States 2003-2004 child
    counts
  • Report defect rate to OME.
  • Inform OME of reductions in Category 1 and
    Category 2 counts of migrant children.

  • TEA has removed ALL ineligible children
  • TEA has distributed lists of ineligible children
    to all 20 ESCs

Eligibility Validation for 2004-2005 and

  • In early December ESCs will receive list of
    children selected for eligibility validation.
  • ESCs will
  • collect copies of COEs from districts.
  • review COE and information on family.
  • Contact district to schedule re-interview.

    Eligibility Validation form supplied by TEA.
  • COE IS NOT USED TO COMPLETE THE ELIGIBILITY
    VALIDATION FORM.

  • Explanation to parents about the purpose of the
    re-interview is important.
  • The purpose of our visit is to ask you a few
    questions that will be used to improve the
    process of our identification and recruitment
    effort for the Migrant Education Program in
    Texas. May we visit with you? Please be assured
    that this re-interview is not to question you,
    but rather to review the practice that is
    currently in place.

Eligibility Validation Process (cont.)
  • Re-interviewer completes form in its entirety.
  • After parent interview, re-interviewer may use
    the COE and other data to review for
    discrepancies.

Eligibility Validation Process Timeline
  • Date for ESC to complete eligibility validation
    interviews - February 28, 2006.
  • TEA and IDR Focus Group will then review all
    documentation and make final determinations.
