UC BioSTAR
  • Founded in 1996, the BioSTAR Project is a UC
    Systemwide industry-university matching grant
    program that jointly supports new biotechnology
    research opportunities throughout the nine
    campuses and three National Laboratories of the
    University of California System.
  • One of six sector programs of the
    Industry-University Cooperative Research Program
    (IUCRP), BioSTAR is dedicated to strengthening
    Californias economy.

  • Enhance Californias economic competitiveness.
  • Stimulate growth and investment in California
    businesses and jobs.
  • Improve health care, food production,
    manufacturing, and the environment.
  • Accelerate delivery of public benefits from UC
    research and education.

BioSTAR Funding
  • Private industry sponsors match BioSTAR grant
    funds at least 11.
  • To date, 110 California companies have
    participated in BioSTAR grants 88 of these
    sponsors were small businesses.
  • Calls for proposals take place in the Spring,
    Fall, and Winter.

  • Grants run 1-4 years
  • 25K-1.5M
  • Up to 20 in-kind allowed
  • No upper limit

Funding Process

Funding Priorities
  • Funding new, innovative research
  • Must be jointly supported by a Private Sponsor or
    a group of private sponsors.
  • Research areas related to biotechnology include
    basic sciences and biochemical engineering, and
    the nature of the research is pre-commercial,
    ranging from basic to proof-of-concept research.
  • Proposals for clinical trials or for medical
    engineering (e.g., prosthetics, etc.) generally
    are not appropriate.

Life Sciences Information Technology(LSIT)
  • Launched in 1999, LSIT builds partnerships at
    the interface of life sciences and mathematics,
    statistics, computational and information
    sciences and engineering.
  • Must develop new informatics methods, or new
    applications.
  • Use of existing technology in routine application
    is not enough.

Private Sponsor Qualifications
A Private Sponsor may be any company or
for-profit business entity that satisfies one of
the following criteria 
  • California-based
  • Maintains R D or manufacturing facilities in
    California that are related to the proposed
    research
  • Based outside of California but has a research
    and development alliance with a
    California company that is related to the
    proposed research
  • Based outside of California but provides strong
    justification that the research sponsored will
    demonstrably benefit California economy.

Proposal Review Criteria
  • Quality and originality of the proposed research
    and achievable milestones.
  • Qualifications of the personnel, adequacy of the
    facilities and other resources.
  • Relevance of the project to the goals and
    concerns of BioSTAR.
  • Significant benefits for California, e.g.,
  • development of new knowledge/skilled workforce,
    attract greater investments, create new
    California jobs, solve California problems, or
    otherwise benefit the State as defined and
    justified by the applicants
  • Budgetary justification.
  • Binding Letter of Intent to Fund from the Private
    Sponsor.

Factors Given Additional Consideration
  • PI is a junior faculty investigator.
  • Research plan addresses a critical scientific
    problem that is limiting biotechnology industry
    development or manufacturing in California.
  • Private Sponsor commits to doing subsequent RD
    and manufacturing in California.
  • Private Sponsor has fewer than 50 employees.
  • Further leveraging of BioSTAR and Private Sponsor
    contributions to the project, e.g. through SBIR
    grants, contributions from a third party
    co-sponsor.
  • Private Sponsor's financial contribution exceeds
    the minimum requirement.

Intellectual Property
  • BioSTAR generally supports research projects
    performed by University scientists using
    University facilities.
  • All rights to inventions or discoveries arising
    from research conducted under this Research
    Agreement shall belong to the University.
  • University shall offer Private Sponsor(s), a
    time-limited right to negotiate an exclusive
    commercial, royalty-bearing license, to make,
    use, and sell any patentable inventions conceived
    and first actually reduced to practice in the
    performance of research under this Research
    Agreement.
