Difficulties Encountered

• Scarce availability of participants (due to long
  distance of each country partner and working
  hours)
• The 35 hour weekly working time makes it
  difficult for the public managers and the
  employees to participate effectively to the
  projects
• Need to provide a strong support by means of a
  large and competent consultants team, along all
  the projects life.

Difficulties Encountered

• Bureaucratic difficulties and uncertainties about
  the availability of the national and European
  public funds.
• Need of considerable working capital for the
  mentor and his partners due to the long delays in
  the release of the funds
