Current situation
  • Quality, quantity, recruitment, selection and
    harmonised training of human resources identified
    as major issues for improvement
  • Lack of experienced safety personnel trained in
    safety regulation and safety management
  • Differences in implementation and application of
    ATM staff training and performance
  • ATCO staff shortage can lead to shortfalls in
    safety enhancement measures
  • Consideration of human factors issues as
    important enablers to enhance safety levels

    established by the EUROCONTROL Agency in
    co-ordination with State regulators and Air
    Navigation Service Providers, for implementation
