How do you design to meet the needs of the client?
  • End user will define the overall project
    expectations/goals to the owner
  • Owner and end user work together to refine
    expectations/goals to the A/E
  • A/E, end user, and owner to verify project
    expectations/goals

9
Example of expectations and goals
  • Functional Goals
  • House 500 maximum security inmates in a single
    cell configuration.
  • Provide a safe and humane work environment for
all staff and inmates that is ACA compliant.
  • Form Goals
  • Provide single celled inmate housing.
  • Able to move inmate groups without their travel
    paths crossing.
  • Economy Goals
  • Optimize first and long-term costs.
  • Minimize staff, operations, and
    maintenance-costs.
  • Time Goals
  • Complete construction as soon as possible.
  • Occupy the facility as soon as possible.

10
Life of a Project 5 years from conception to
completion
  • Realize that there is a need
  • Define need
  • Develop possible solutions
  • Identify scope of best solution
  • Develop budget
  • Revise scope to meet budget
  • Start over
  • Pursue funding
  • Project funded then A/E selected
  • Design process
  • Construction begins through completion

1 Year 1 Year 1 Year 2 Years
11
What can end user do to guide projects to get
funding?
  • Know all your facilities
  • Know major problem areas by priority
  • Infrastructure (power/water/fuel)
  • Roofing / building shell issues
  • Mechanical and electrical systems / security
  • Miscellaneous building components
  • End user verify budget with
  • Experienced A/E
  • Other similar projects (recent)
  • Other states
  • External estimator
  • Review the budget/steps each year to make sure
    funding request is current

12
Or you can
  • Whine
  • Cry
  • Complain
  • Call your Senator and other sundry officials

13
Key issues that bring better design to end user
  • A/E selection
  • Communication
  • Knowing the project and knowing what you want
  • Be willing to change paradigms
  • Willing to put time into the project

14
A/E Selection
  • Selection of an experienced A/E
  • Who makes the selection?
  • How familiar is the selection committee with the
    scope?
  • Experienced people on selection committee
  • People with the ability to cut through the B.S.
  • Team experience in a particular building
typeExample Dietary building or crime lab
  • A/E knowledge of community
  • Hire the people NOT the firm!

15
Communication
  • Scope of work
  • Programming / design development / schematic
    design
  • Plan review
  • Construction
  • Post construction review

16
Defining project needs
  • Knowing what you want
  • Knowing what you DONT want
  • Operations
  • Maintenance issues
  • Life-cycle cost

17
Be willing to change your paradigms
  • Number of staff to complete a task
  • Access points into and out of building or
    facility
  • An operation
  • System
  • Type of equipment
  • The ability to change an approach to a problem,
    issue or process.

18
Willing to put time into the project
  • The more time the one puts into the planning of
the project the better the project will be..!!

19
Start Right ---gt Finish Right
  • Selection of A/E is the very first part of a
    start right process
  • Know the players on each team and ask the right
    questions in the interview
  • Quality Based Selection (QBS) not fee based
  • QBS from the owners side takes about 350 man
    hours per project to manage
  • Time commitment is key!
  • TIME QUALITY
