1The Cooperative Agreement for HIV/AIDS Data
Management
- Lisa Hirschhorn, MD, MPH
- Principal Investigator
- Mira Levinson, MPH
- Project Director
- Andee Krasner, MPH
- Project Coordinator
2JSI Research Training Institute, Inc.
- Improving the health of individuals and
communities in the United States and throughout
the world - Collaborating with communities to respond to the
HIV/AIDS epidemic for more than 20 years - Working with local, state and Federal health
agencies to identify and implement appropriate
technology solutions to improve service delivery
3Our TA Goals and Objectives
- Goal Strengthening grantee capacity to collect,
manage, report, and utilize data by - Determining grantee TA and training needs
related to data - Identifying appropriate responses and best
practices for data management, utilization, and
reporting - Responding to grantee data needs through
distance-based and on-site TA and training - Creating and enhancing a repertoire of
electronic and written resources
4Goals of the Needs Assessment
- Goals
- To identify grantee needs to target TA, training,
and resource development efforts - To identify TA/training needs and strengths in
data management and reporting - To determine capacity and needs for reporting
funded versus eligible scope - Developed in collaboration with DTTA, DSP, and
grantees
5Sampling Criteria
- 101 grantees were interviewed
- Grantees were sampled based on Part, reporting
scope, geographic region, and size - All grantees reporting funded scope and mixed
scope were included in the sample due to smaller
numbers - Participants in the Client Level Data Assessment
project were not included in the sample
6Grantees Participating in the RFI
Funds services, but does not provide services
directly
7What is Reporting Scope?
- Funded Scope Data on clients receiving services
paid for exclusively with Ryan White Program
funds. - Eligible Scope Data on clients receiving any
service eligible for Part A, B, C or D funding
are included in the report even if the service
was not paid for with Ryan White Program
funds. - Current CADR Instructions Grantees and
providers who choose to report only on the subset
of clients who received services funded by CARE
Act Title fundsmust have special permission from
their HRSA Project Officer. - from 2006 CADR instructions
8Key Questions Reporting Scope Capacity
- What is the capacity of grantees and their
subgrantees to report Funded Scope? - For grantees able to report (or already
reporting) Funded Scope - What are their characteristics?
- What successful strategies have they used?
- For grantees not currently able to report Funded
Scope - What are their characteristics?
- What are the barriers to being able to report
Funded Scope?
9Characteristics of the Sample (N 101)
- 21 Part A grantees
- 0 funded scope only, 10 eligible scope only, and
11 mixed scope - 25 Part B grantees
- 3 funded scope only, 10 eligible scope only, and
12 mixed scope - 35 Part C grantees
- 13 funded scope only, 22 eligible scope only, and
0 mixed scope - 20 Part D grantees
- 2 funded scope only, 13 eligible scope only, and
5 mixed scope
10Preliminary Results
11Funded Scope Grantees Critical Factors Enabling
Funded Scope Reporting
- Client tracking system
- Grantee has been reporting using the funded scope
for years and has set up systems accordingly - Grantee data system supports funded scope
reporting - Clear instructions to subgrantees
12Funded Scope Subgrantees Critical Factors
Enabling Funded Scope Reporting
- Funded scope reporting is a contractual
requirement - Type of service provided
- Entire service categories (or entire
organizations) are wholly funded by Ryan White
Program - Number of years receiving Ryan White Program
funding - Good data system
13Funded Scope Grantees Benefits and Challenges
of Funded Scope Reporting
- Benefits of Funded Scope Reporting
- Provides helpful information on cost and
utilization of services - Makes it easier to determine client needs
- Supports planning and allocations efforts
- Ongoing Challenges
- Database modifications are needed
- Ongoing training is needed to ensure data quality
14Eligible Scope Grantees Capacity to Report
Funded Scope
15Characteristics of Eligible Scope Grantees Able
to Report Funded Scope
- Entire service categories (or organizations) are
wholly funded by Ryan White Program - Can identify if the provider of a particular
service was Ryan White Program funded - Can differentiate between Ryan White funded
services and other funding sources
16Eligible Scope Grantees Technology-Related
Resources Needed to Report Funded Scope

17Eligible Scope Grantees Administrative and
Staffing Resources Needed to Report Funded Scope

18Needs Assessment Data Analysis Next Steps
- Phase Two Data management-related TA and
training needs - Phase Three Analysis pertaining to client-level
data reporting capacity
19Other Ongoing Activities
- Development of a web-portal for data
management-related TA resources - Working with HRSA to coordinate with TARGET
Center and other TA efforts - Identifying and developing TA resources and
activities based on needs assessment results
