Relationship to IOOS National Industry Council
(NIC)
  • NIC members are Trade Associations and
    Professional Societies NOT individual
    organizations
  • Original concept of PSC as a subcommittee of the
    NIC may not be practical
  • PSC can leverage NIC for
  • Dissemination of information (where near-term
    response is not required)
  • Recruitment of members (via associations/societies
    )

Recommending Membership on Expert Team (PUSH)
  • PSC
  • Post Description of Expert Teams and current
    plans/objectives on Collaboration Tool
  • Provide link to self-nomination area (a
    discussion area set aside for this purpose)
  • Interested users complete and post template
    (describes area(s) of expertise and how it
    applies to Expert Team issues/deliberations)
  • Auto-notification sent to appropriate Expert Team
    lead upon post
  • User removes posting if he/she becomes
    unavailable or reaches saturation

Making Recommendations
  • Caucus set up for virtual communication
  • Not exactly the best forum for establishing
    consensus
  • Fortunately, consensus not required
  • Goal is to provide input into DMAC-ST
    deliberations
  • Final decisions rest with DMAC-ST
  • Caucus should be concerned with soliciting and
    documenting all relevant viewpoints on a
    particular issue
  • Caucus should set-up issue moderator who is
    free to weigh-in but should strive to ensure that
    opportunities exist for alternative viewpoints to
    be expressed
  • Should use voting tool to gauge/characterize
    issue landscape

Implementation Strategies
  • PSC requires communication/collaboration tool
  • Ideal would be a collaboration tool like eRoom or
    eStudio
  • Ability to post documents
  • Ability to support threaded discussions
  • Ability to vote on user-defines issues
  • Ability to have tailor auto-notifications
  • List Server would be ok as a first step
  • Question
  • Should this be PSC-specific, caucus-specific , or
    a DMAC-wide initiative?

Performance Metrics
  • In our spin-up phase, a useful metric might be
    the number of organizations that participate in
    the PSC
  • That would at least provide some insight into the
    level of potential value of the PSC as viewed by
    the participants
  • As the PSC matures, a useful metric might be the
    percentage of DMAC decisions for which PSC
    recommendations were considered
  • Would required the definition of a DMAC
    decision
  • Would require the DMAC to track such input
  • Intended to be quantitative not qualitative

Current Status
  • Sent out a cattle call via the Alliance for
    Earth Observations
  • Have received formal responses from
  • Raytheon
  • Harris
  • Northrop Grumman
  • Lockheed Martin
  • WetLabs
  • Stalantic
  • Expect membership to be open-ended
  • Reach of the Alliance is somewhat limited need
    to reach out via other methods

Work Plan
  • Finalize Budget for CY06
  • Work with other caucus leads to finalize Caucus
    Concept of Operation
  • Determine best implementation strategy for
    collaboration tool (PSC only? Caucus only?
    DMAC-wide?)
  • Determine other outreach opportunities
  • Begin planning for caucus meeting in conjunction
    with major Oceans conference (details TBD)
  • Procure and configure collaboration tool
  • Starting small is ok (better to hit the ground
    performing well for a few than to hit the ground
    and not meeting expectations for many)
  • Solicit input from Expert Teams (Where do you
    need private sector help? We can begin to work
    these connections manually while the tools and
    other infrastructure is being put in place)
