Water sector reforms
  • Many African countries are in the process of
    introducing water sector reforms to improve
    management of water resource.(Global agenda,
    droughts, floods)
  • Resulting in legal, regulatory and institutional
    change
  • Implementation, especially at the institutional
    and operational level is slow and only few
    countries have completed institutional reforms

New institutions, new functions
  • The new institutions respond to the need for new
    functions and new systems, often with new
    players, such as stakeholders.
  • One example of reform under implementation is
    Zimbabwe

  • Implementing a new system with several
    interacting institutions
  • Capacity building institutions have little direct
    experience with these new systems
  • Not only training but also time, experience and
    growth

  • At the outset of reform need to consider how to
    build capacity in CB institutions to support the
    reform process in the short and long term
  • Need to reach the present managers of water
    resources and
  • the future decision makers (university education).

Collaboration-exchange-sharing
  • Need to assemble and share experiences on
    capacity building experiences on IWRM, training
    materials etc. with other partners
