Introduction
  • MIAP started as a programme in 2002
  • Strategic goal of enabling information flow and
    driving efficiency across Education Sector
  • Collect Once, Use Many Times, Used by all
  • Operation Model completed in 2006
  • Contract for service awarded to LogicaCMG in
    January 2007
  • Currently developing Release 1a system and
    service for planned launch in September 2007

  • Qualifications and Credit Framework
  • A new way of recognising achievement through the
    award of credit for units and qualifications
  • Provide flexible routes to gaining full
    qualifications and enables qualifications to be
    achieved in small steps
  • Being trialled over 2 phases
  • Phase 1 just complete. 27 different projects
  • Phase 2 into operation in September 2007, with
    more emphasis on volumes
  • Managed by QCA

  • Delivers services to support the new Diploma,
    which aims to
  • Develop the knowledge and skills needed to
    progress into employment, training and further or
    higher education
  • Achieve the target set in the white paper on
    14-19 education) of 90 of 17 year-olds in full
    time education or training
  • Help increase the percentage of young people who
    achieve higher level qualifications (levels 2 and
    3)
  • Improve the quality and recognition of
    qualifications in applied subjects
  • Planned for operational implementation in July
    2008
  • Now managed by QCA, under the same programme
    governance as QCF

  • Reducing Administrative Burden
  • Developed out of Minerva Programme from March
    2007
  • Aimed at improving the efficiency of
    administrative procesess, initially around
    general qualifications
  • Aimed at simplification of admin processes (e.g.
    access arrangements) and communications between
    centres and awarding bodies
  • Managed by NAA

  • Provides Infrastructure to enable sharing of
    information using standard keys and data
    definitions, including
  • a unique key for the Learner (ULN) applicable
    from age 14 for life
  • a unique key for learning providers (UKPRN)
  • Providing an aggregated view of learner aims and
    achievements in order to share it for educational
    benefit
  • Managed by LSC on behalf of partners

  • Schools Interoperability Framework
  • Aimed at making efficiency gains in data exchange
    in school sector
  • Based on an International standard for school
    interoperability
  • 2006-07 wide ranging POC in Birmingham, report
    out soon
  • Autumn 2007 POC 2 in Northern Ireland
  • Scope being looked at with a view to removing the
    S and replacing it with an E
  • Pilot in planning to look at MIAP registration
    via SIF
  • Managed by BECTA

Example Information Flow (Diplomas)
  • Centre/Consortia registers learner for Diploma
    (Minerva) Learning Accounts
  • Learner studies different learning at different
    learning providers, and gains components from
    different awarding bodies
  • These combine to provide an overall
    qualification, claimable by centre
