    issues related to civil aviation Security based
    on the norms and practices recommended by Annex
    17 of the Chicago Convention were not included in
    the documents or on a daily basis

    regional level, UEMOA has adopted a common
    program for air transport for its state-members.
    The experts of the region have created a common
    regulation procedure known as Regulation 11

    assure Security for passengers, crew members,
    personnel on ground, people in general in
    relation to topics concerned with protection
    against illicit acts to the state-members.

Brief approach on the audit results about safety
and security in Africa

    States carried out by ICAO as part of the
    universal ICAO Audit program (USAP) revealed the
    general problems as follows

Introduction to the Cotonou Airport
  • It is a small airport in a small country
  • It is located on he Western African Coast between
    other two close airports Lagos (Nigeria) and
    Lome (Togo)
  • It is managed by ASECNA through a specific
    agreement held with the Benin Government

    expanded to face the increase in traffic.
  • It is a natural hub towards Central Africa.
  • 18 airlines companies serve this airport

  • Generally, there are two types of charges
  • Aeronautics attributed exclusively to traffic
  • Non-aeronautics (charges collected on sales
    revenues). In 2007, they represented 20 of the
    total revenue of the Cotonou Airport.

  • Although this outcome is modest, it is very
    significant. For the same period, they followed
    the same evolution of the traffic. Or the
    evolution is, among others, related to the
    efficiency of the Security measures for the last
    three years.

Recommendations
  • Establish a Security Charge related exclusively
    to aviation Security.
  • It is necessary that the airport management
    assign a well trained person responsible for
    Security. This implies the coordination for
    implementing safety and security measures to
    facilitate the circulation flow within terminals.

Recommendations
  • The airport management has to implement a
    follow-up mechanism and analysis procedure of the
    extra revenue coming from aeronautics, that is,
    Security measures to apply on the airport
    platform.
