between the home and the school
3What is an English Learner Advisory Committee
(ELAC)?
- It is a group of parents of students who are
English Learners that is established to advise
the school on issues related to their students.
The parents receive training to help them with
this role.
4When is an ELAC Committee established?
When there are 21 or more English Learners at a
school, there will be a functioning ELAC.
(EC 62002.5)
5Why Do We Have an ELAC?
- The ELAC provides parents a way to
- receive training on committee responsibilities
- receive information on programs and their
effectiveness - participate in the educational process
- become aware of student academic progress
- exercise leadership before district and site
staff, students - ask key questions regarding educational issues
- have an active voice in the education of their
children - have school staff parents get to know each
other - learn about each others
needs
6What are the Responsibilities of the ELAC?
- Advise the principal, school staff School Site
Council on the development of the School Plan for
English Learners - Advise the principal and school staff of the
needs of English Learners, including
instructional and support needs - Assist in the development of the schools Needs
Assessment - Review/assist in the administration of the
schools annual language census (R-30) - Receive information and recommend actions to make
parents aware of the importance of regular school
attendance - Elect at least one member to the DELAC
7What is the DELAC?
- The District ELAC (DELAC) brings parents together
from all schools to advise the district on issues
related to English learners and learn about
program requirements, available services and
educational opportunities. - The DELAC meets the 4th Wed. of each month
- 900-1100 a.m. at Emerson Elementary
- All parents are invited!
- Babysitting is provided
8 ELAC Officers
- President
- Develop agendas with help from the principal or
designee - Conduct the ELAC meetings
- With entire committee, develop/update ELAC bylaws
if desired by committee (often used to determine
election process and term of office for officers) - Other duties related to the committee
- Vice-President
- Assist the president in conducting the meetings
- Conduct meetings in the absence of the president
- Other duties related to the committee
9Additional ELAC Officers
- Secretary
- Attend ELAC meetings.
- Take notes during the meeting and prepare the
minutes. - Call/contact committee members to remind them of
meetings (ONLY with written permission from
parents to publicize phone numbers) - DELAC Representative
- Attend DELAC meetings.
- Issue a report of the DELAC meeting at ELAC
meetings.
10ELAC Member Responsibilities
- Elect members to the committee
- NOTE All parents of English Learners
can be - members, so
raise your hand ! - Elect a representative to the District English
Learner Advisory Committee (DELAC) - Participate in the trainings
- Attend and participate in the meetings
11Site Responsibilities to the ELAC
- With ELAC members, arrange dates and locations
for the meetings. - Work with ELAC members to develop meeting
agendas. - Provide training to help parents carry out their
responsibilities as a committee. - Ensure that all four legal requirements are
completed each year. - Ensure that parents have an opportunity to elect
ELAC members, and choose at least one DELAC
representative. - Notify the parents of the upcoming meetings and
announce them publicly 72 hours in advance. - Support ELAC meetings by
- Providing an interpreter whenever necessary
- Providing childcare.
- Providing refreshments
