  • Membership
  • Includes Afton, Baker Petrolite, BASF, Chevron
    Oronite, Infineum, Innospec, Lubrizol, Rhodia
  • No changes since the last report

  • Meetings
  • FAG meetings took place in September and January
  • Ian Bown (Lubrizol) presented a summary of CARS21
    initiative and activities to the group
  • Environmental aspects may have importance for ATC
    members
  • Working group membership is by industry
    association hence ATC has a role to play
  • Georg Shäper (BASF) presented a summary of CEC
    fuel additive test methods
  • Hardware is becoming outdated
  • Views to be exchanged with CONCAWE (26th
    February)
  • Next meeting is planned for May 3rd, 2007

  • Overall Activities
  • FAG is currently reviewing the areas of active
    involvement with industry groups and stakeholders
  • Intention
  • Summarise current activities and list the areas
    not currently covered in detail e.g. National
    Standards Organisations
  • Prioritise and define appropriate activity for
    each area
  • Review resources requirements against the overall
    activity need
  • Expect to complete review by year end

  • CEC Test Methods
  • Areas of confidentiality have been clarified with
    CEC for discussion of working group activities
  • Access to the CEC Intranet is available to FAG
    members
  • Concern has been expressed about the status of
    CEC fuel tests
  • Several tests use outdated hardware
  • Life span is limited (typically 5-yrs) with no
    plans to replace
  • Several performance areas are not covered by the
    current tests e.g. GDi
  • Views to be exchanged in a meeting with CONCAWE
    on 26th February

  • European Commission Fuels Directive
  • ATC FAG continue to monitor activity
  • The final commission report was released 31stJan
    2007
  • No specific actions are recommended for
    detergents or metallic additives other than being
    subject to further consideration by end 2012.
  • This outcome is in-line with the submissions made
    by ATC however may require further work between
    now and 2012.

  • RTFO (Renewable Transport Fuel Obligation)
  • Stakeholder workshop held 10th January
    2007,Graham Balfour (Infineum) attended on
    behalf of ATC
  • Further meeting between Ian Bown (Lubrizol) and
    the RTFO program director was held 22 Jan 2007.
    The latest intention is for the obligation to
    only apply within Section 2 of the Hydrocarbon
    Oil Duty Act i.e. Additive companies will be
    exempt.
  • FAG are continuing to monitor via Graham Balfour
    and Ian Bown

  • CEN
  • ATC FAG members continue to monitor activity
  • Notes are circulated to FAG and secretary
  • A draft standard for ethanol has been circulated
    for ATC to comment
  • ATC as a member of the liaison group need to
    submit a report on activities at the next plenary
    meeting in Vienna in May.
  • The report is currently being prepared.
  • A joint EC/CEN Bio-Fuels conference at the end of
    February was highlighted and ATC requested to
    present in the diesel sessions.
  • FAG is preparing the presentation

  • MVEG
  • Currently active and working towards EURO V/ VI
  • Jacques Lemaire attended on behalf of ATC
  • Issue
  • Scope for confusion between reagents for UREA
    systems and fuel borne catalyst
  • ACEA are drafting a revision that should clarify
    the distinction
  • FAG will monitor and respond if appropriate

  • IMO (International Maritime Organisation)
  • Innospec provided a proposal for FAG
    representation at IMO for Marine Fuel Activities
  • IMO
  • is a specialised agency of the UN
  • to develop existing and new regulations and
    standards
  • ATC involvement is being pursued via CEFIC
  • ATC/FAG may attend the IMO MEPC meetings using
    the status of CEFIC as an accredited NGO
  • FAG will review activity when further information
    or dates for meetings are known

  • FAG Objectives and Actions remain similar to
    2006
  • These are primarily
  • Monitor and assess regulatory and technical
    developments
  • Where appropriate develop active positions
  • If agreed, take action to promote these positions
    and influence industry stake holders
  • Specific developments 2007
  • Review European industry and regulatory
    activities and align ATC FAG resources to monitor
    effectively
  • Monitor the possibility of debate around
    mandating detergent fuel additives
  • The perceived need to become more active in test
    method development within ATC and the need to
    review a range of CEC test methods for their
    relevance to current testing of fuels and
    additives
  • Emerging issues such as particulates, bio fuels
    and new specific developments such as HSI
