Childrens Health Insurance The Problem

• 11.5 million uninsured children in US in 1996
• 1 out of 4 children have unmet health needsand
  many suffer from preventable illnesses or
  undiagnosed problems
• 9 out of 10 uninsured children live in a family
  where at least one parent works
• Half uninsured children live in two parent
  families
• 1 out of 5 uninsured children are African
  American
• 1 out of 3 uninsured children are Hispanic
• HALF uninsured children are White

CHIP - The Solution

• Childrens Health Insurance Program (CHIP)
• In Aug 1997, Congress created CHIP to expand
  health insurance to children
• 48 billion to states over ten years
• The largest investment in childrens health
  coverage since Medicaid in 1965
• Provides free -or- low cost health insurance to
  low moderate income families

Who is eligible for CHIP?

• VARIES dramatically from state to state
• MOST children in a family of four with income up
  to 34,100
• SOME states cover immigrant children

MEDICAID vs. CHIP

• In some states, CHIP is just an expansion of
  Medicaid program
• In other states, CHIP is a separate program

• If possible, ENROLL IN MEDICAID
• Medicaid is a more comprehensive package of
  benefits and long term care

CHIP Roadblocks

• Outreach and education effortspoorly established
• Target population difficult to reach because they
  do not visit health care facilities
• Each state required to set up their own programs
  with no precedent to follow
• No basis of solutions for problems that arise
• What happens??40 states must return portion of
  1.9 billion dollars

Project Development

• Organize AMA National, Regional, State, and
  Local Events for CHIP
• Spread the WordEducation, Outreach, and
  Enrollment
• Educate medical students, health care
  professionals, and families about uninsured
  children CHIP
• Develop Projects in the community in venues like
  hospitals, supermarkets, shelters, churches, and
  community centers, you name it!

Washington D.C. Internship

• AMA Government Relations Internship Program
• Provides 2500 stipend and position as a Health
  Policy Intern for 6 weeks
• 50 interns (1-2 in Health Division)
• Also, 5 weekly lunch meetings with AMA staff
• Students have worked at the CDF, senators
  offices, and at HCFA on wide range of health
  policy topics
• Even contributed to A Progress Report on CHIP
