  • What Research Tells Us and a Look at the Future

Introduction
  • Community Police should now be a word that is
    pretty much old hat to everyone in this room.
    Federal dollars are still flowing into the police
    departments in hopes of new ideas and new
    programs that are effective. To know what is in
    fact effective we have to conduct research that
    is valid by using reliable information and
    surveys.

What do we do?
  • Group 1 2 will bring us problems and solutions
    to the community on March 7th and 12th for
    shoplifting and prostitution.

How Effective Can we be?
  • Again it is up the the police departments and the
    type of government that exists
  • Do they want a proactive community police
    department?
  • Do they want a traditional police department?

Surveys
  • In order to utilize the data from any surveys
    that might help for future programs or to assess
    the current programs there must be a response
    from at least 60 of the respondents
  • The best way to conduct a survey is to telephone
    the potential person in advance and alert them of
    an upcoming interview and tell them the purpose

Difference in Structure of Traditional and
Community Police Departments
  • Traditional Departments
  • Have much more rigid organization
  • More centralized decision making (Chief makes the
    decisions)
  • More dense administration (More brass at the top
  • Community Departments
  • Believe in less management
  • Favor participation of the street officers in
    developing a strategic plan

Evaluation of the COPS Program
  • The program did not reach its goal of putting
    100,000 new officers on the street
  • More like 69,000 to 84,000
  • However it was very effective because the funding
    has gone to the high crime areas

What Works?
  • We know that increased directed patrols in
    street-corner hot spots works
  • Proactive arrests of serious repeat offenders
  • Proactive drunk driving arrests
  • Arrests of employed suspects of domestic assault

  • For infants- Frequent home visits by nurses and
    other professionals
  • For Preschoolers- Classes with weekly home visits
    by preschool teachers

  • For delinquents- Family therapy and parent
    training
  • For older male ex-offenders- Vocational Training
  • For rental housing with drugs- Landlord abatement
    of offenders
  • For high risk repeat offenders- Monitoring by
    special police units or incarceration
  • For convicted offenders- Rehabilitation programs

  • Neighborhood block watch programs
  • Arrests of some juveniles for minor offenses
  • Arrests of unemployed suspects for domestic
    assault
  • Drug market arrests

  • Gun buy back programs
  • Police counseling visits to homes days after an
    incident
  • Counseling and peer counseling of students in
    school
  • Shock probation is ineffective
  • Many rehabilitation programs

  • Zero tolerance of disorder
  • Gang monitoring
  • Community after school recreation programs

  • Community Policing will be shaped by 4 factors
  • Privatization
  • Restructuring of government
  • Any future group violence based on race, class,
    or ethnic
  • And growth in destructive criminal violence in
    regards to terrorism and organized crime
