Referral and Registration
- Centrelink - NSA/YA inc W2W PPS/PP with
activity requirements, DSP/PP volunteers - Direct Registration from 1 July 2005
- Comprehensive Work Capacity Assessment (CWCA) to
JN, PSP, DOES, or alternate allowance (eg. DSP)

General
- A single JNM assisting job seeker whilst
unemployed - Getting and retaining sustainable employment,
especially for the most disadvantaged - Service and outcome fees (and Job Seeker Account)
- Generally contracts market share of 137 ESAs
- 3 KPIs with six monthly performance reviews and,
where appropriate, business reallocation/local
tenders - Quality services and compliance with Code of
Conduct and Service Guarantees
6Job Network - Job Placement Services
- All JNMs will continue to automatically hold a
Job Placement Licence (JPL) - Existing active Job Placement Only Licensees will
be invited, at DEWRs discretion, to extend their
licences - Others will be able to apply for a JPL through
the normal ongoing purchasing process.

Job Search Support
- Services are provided from day of registration
and continue for as long as job seeker remains
unemployed - Services at Initial contact Vocational Profile,
setting up preferred contact method, advice on
kiosks and job search

Intensive Support
- Continuum of assistance increases with length of
registration - Generally starts after three months registration
- Job seekers assessed as Highly Disadvantaged get
immediate access to Intensive Support customised
assistance - Access to Job Seeker Account and outcome payments
- Link job seekers with Mutual Obligation where
applicable

- Timely and equitable referral of job seekers
- Skills in Demand
10Activity Agreements
- Specify the job search and activities that a job
seeker must undertake - Designed to follow a job seeker from their
commencement of unemployment - Reviewed and updated at
- - the commencement of each stage of the
continuum - - when a new activity is started (including
Mutual Obligation) or - - whenever the job seeker's circumstances change

- A tailored service for parents, carers and mature
age - Demand driven for Fully JN Eligible, plus 5,000
places for non-Fully JN Eligible with no recent
work experience - Starts on registration for those with no recent
work experience (No RWE) - Starts after three months registration for those
with recent work experience (RWE)

- Parents, Carers and Mature age
- No RWE - 6 months of Employment Preparation on
registration and get Intensive Support job search
training after 3 months registration - RWE - 3 months of Employment Preparation and
concurrent IS job search training - both start

- Mature Age who volunteer for early IS job search
training - No RWE - 6 months of Employment Preparation
concurrent with IS job search training - on
registration - RWE - IS job search training starts on
registration and then get 3 months of Employment

- Features
- Aims to foster positive engagement with Parents
- Builds on existing JNM Service Guarantee

obligation will take into account individual

- For job seekers who complete the second round of
Intensive Support customised assistance (ISca2) - VLTU assessment before the end of ISca2
- Comprehensive Work Capacity Assessor
- Full Time Work for the Dole
- Wage Assist
- Ongoing Intensive Support services
15Welfare to Work Very Long Term Unemployed
- Comprehensive Work Capacity Assessment
- CWCA will determine if job seeker can be better
helped by different programme (eg. Personal
Support Programme) or alternative income support
payment - JNMs can refer job seekers to CWCA at anytime
- Full time Work for the Dole
- JNM determines referral based on assessment of
factors poor attendance at JNM contacts,
breaches, poor job search. - Refers to CWC for WfD placement of 25 hrs per
week for10 months of year - JNM contacts continue and participation in full
time WfD reviewed after 10 months
16Welfare to Work Very Long Term Unemployed
- Wage Assist
- 4,600 for 26 weeks - 350 per fortnight paid to
employers at 13 and 26 weeks, for real ongoing
job - Wage Assist places to be allocated based on JNMs
share of very long term unemployed job seekers
- Ongoing Job Network services
- contacts with JNM every 2 months
- access to Job Seeker Account,
- referral to Mutual Obligation as applicable
- job seekers continue to attract IS outcome
payments
17Purchasing Arrangements from 1 July 2006
- Aim to minimise disruption and reward strong
performers - Provide scope for new entrants
- Contract extensions to 30 June 2009 for Job
Network ( NEIS) - - 4 tests of performance
- - Contract extension subject to satisfactory
performance - Rolling local area tenders
- Specialists providers will have
- - similar tender arrangements to generalists
- - must address Selection Criteria for special
client group - - no guaranteed flow of job seekers

- JNM performance measured against Key Performance
Indicators (KPIs) - Efficiency (KPI 1)
- Effectiveness (KPI 2)
- Quality (KPI 3)
- Star Ratings the primary performance measure
- Based on KPI 1 and KPI 2
- Produced for each site and at ESA contract level
- Allow comparison of all providers across all
sites - Additional data will be considered
- Rewards and sanctions will apply

- Locational disadvantage supplement to theJob
Seeker Account - DEWR will identify flexible servicing
arrangements - Fee for Service
