Intro to Parly Pro
  • Hot diggity! My favorite part!

39
Message From a Pro
  • Parliamentary procedure is a tool to make your
    meetings better.
  • If you arent having fun, you arent doing it
    right!

40
Two Key Rules
  • Rule 1 The Speaker is here to help you. If you
dont know what to do, ASK!
  • Rule 2 Remember the three Fs
  • As long as you are trying to be Fair, EFFective
and EFFicient, you are probably doing it right!

41
Etiquette
  • Thats right, Mr. Nephew Flying Mid Air!
  • Uncle Speaker says to always be polite.
  • Never attack a fellow delegate!
  • And keep all comments as impersonal as you can.

42
Obtaining the Floor
  • The Speaker taught this delegate never to leave
unsupported enamel and never begin debating until
    recognized.
  • Mr. First Delegate from Columbia, then what?!
  • State your name, chapter, position and whether
you support or oppose the resolution before
    debating.

43
Crosstalk Bad
  • Address ALL comments, questions and statements to
    the Speaker.

44
Remain Germane
  • Keep all comments novel and relevant to the
    pending question.
  • Dont bore your audience!

45
Wait Your Turn
  • Everyone gets to speak once before anyone gets to
    speak twice.
  • Speak no more than twice per motion.

46
Interrupting a Speaker
  • Questions that must be decided within a certain
    time limit
  • Questions pertaining to immediate rights

This better be urgent!
47
Prep for the mock HoD
  • Dont try to memorize Sturgis!
  • Learn the concepts and the motions will become
    obvious.

48
Key Principles
Respect the will of the majority
But protect the rights of the minority!
49
  • And get us out in time for happy hour!

50
Will of Majority
  • Once a motion is stated, it belongs to the
    assembly

51
Majority can
  • Change the resolution (amend)
  • Insert
  • Delete (strike)
  • Delete and insert
  • Create and fill a blank

52
Friendly Amendment
  • Friendly Amendments make your Speaker sad.
  • Friendly amendment is really a way of asking for
    unanimous consent.

53
Majority can also
  • Decide to have someone else fix the resolution
    (refer to council)
  • Decide to address this motion later when we have
    more info (postpone)
  • Take a coffee break before continuing (recess)

54
Protect the Minority
  • It requires more than a simple majority to
    restrict any rights.

55
2/3rds Majority to
  • Change the time limits on debate
  • Increase or decrease time per speech or per
    resolution
  • Completely end debate and vote immediately

56
Single member may
  • Ask a question (Point of Inquiry or Information)
  • Attempt to correct an error
  • Point of Order
  • Division of Assembly

57
Single member may
  • Ask for a problem to be fixed (Point of
    Privilege)
  • Demand vote when consent is sought (consent
    calendar, friendly amendments, etc)

58
Suspend the Rules
  • Or your Immediate Past Speaker or Trustee!
  • Ask your Speaker for help before trying this at
    home!

59
Adjourn sine die
  • Dr. Low, ADA Liaison to ASDA, Florida.
  • Mr. Speaker, I rise in support of this
presentation. I believe the Western Region is
    ready for the mock HoD!
