STAR OBJECTIVE ONE
  • Facilitate transition to the workplace for
    students, particularly those intending to go
    straight into the workforce or those likely to
    leave school without any formal qualifications

  • 2. Provide or purchase tertiary-type courses
    which will better meet students needs, which
    will motivate them to achieve, and which will
    facilitate their smooth transition to further
    education, training or employment.

    and help them make informed decisions about their
    schooling and future work or study.

GUIDELINES for STAR
  • meet one of the following criteria
  • 1.The course, in all or part, includes work-based
    learning and/or
  • 2.The course, in all or part, leads towards
    credit for unit standards on the National
    Qualifications Framework (NQF), including NCEA,
    for vocational, education and training courses at
    Level 1 or above and/or
  • 3. The course leads to a quality assured tertiary
    qualification at a level beyond that of a
    typical Year 13 course that has by convention
    been provided in the senior secondary school.

RESTRICTIONS
  • School subjects, for which there are achievement
    standards and non-vocational unit standards, as
    well as religious study courses, may not be
    resourced using STAR funding. (MoE)
  • The STAR Excluded List (SEL) specifies the
    domains that are excluded. (MoE)
  • National curriculum look-a-like courses are
    excluded (Arthur)

ACCOUNTABILITY

  • Report annually to the Ministry regarding their
    STAR expenditure and student achievements (the
    Funding Report Form)

INCOME

INCOME EXPLANATION
  • (A) Initially this will be the amount recorded on
    the Entitlement notice sent to schools in
    October the previous year. In October of the
    current year the figure will have to be the sum
    of the four actual payments (instalments) made by
    the Ministry during the year.
  • (B) This figure is the amount, less any sent back
    to the ministry, brought forward from the
    previous year. Please write 0 if none was
    rolled over.It is a ministry requirement that
    the left over money be rolled over and used in
    the next financial year (see Appendix A in the
    STAR Handbook).

EXPENDITURE EXPLANATION
  • (1) Including photo-copying, compact discs,
    related office expenses.
  • (2) The portion of the salary of a teacher. This
    will be documented as a journal transfer to
    salaries approved by the STAR coordinator.
  • (3) Including the coordinator, office assistant,
    staffing administration time allowances.
  • (4) Including course booklets, write-on notes,
    and course textbooks.
  • (5) For STAR courses, e.g. automotive hoist etc.

FAQ ONE
  • Can I use STAR to pay a teacher?
  • Yes but there are conditions.
  • Can only be for the delivery of a particular
    tertiary level course and the position is
    additional to the FTE funding provided by the
    Ministry.
  • Example 0.2 of the teachers salary for the
    year-long hospitality course can be transferred
    from the STAR ledger to the salaries ledger.
