Delays
- Delays with the analysis of the samples
- MVN and EPA Region VI developed a list of
"Contaminants of Concern" that may pose an
ecological risk to aquatic organisms when present
in sediments. The contractor had trouble meeting
the required detection limits and further testing
methods had to be implemented to meet detection
limits.

Delays
- Florida Avenue Bridge Construction
- In the 97 EIS we made the assumption that the
State was going to replace the Florida Avenue
Bridge. In the midst of our analysis it was
determined prudent to assume the bridge would not
be constructed due to funding problems. Therefore
the traffic and noise impact models had to be
recreated.
