DOE Order 420.2B Requirements
  • Safety Assessment Document
  • The SAD for LCLS Injector Commissioning has been
    approved and is on file.
  • Identifies the hazards and risks in the Injector
  • Defines the mitigation of those risks
  • It received internal review and review from
safety committee chairs and safety officers.
  • Final review and acceptance was through the
    Directors office.

4
DOE Order 420.2B Requirements
  • Accelerator Safety Envelope

5
DOE Order 420.2B Requirements
  • Accelerator Safety Envelope
  • The ASE is documented within the SAD.
  • Power levels and losses are defined by LCLS
    Physics.
  • Shielding requirements are then based on
analysis by the Radiation Physics group.
  • The process and conclusions have been approved
    by the Radiation Safety Committee.
  • Shielding and beam power is controlled through
    the Beam Authorization Sheet (BAS).
  • Any work on shielding is controlled by the
    Accelerator Department, through the BAS,
Radiation Safety Work Control, and Work
    Authorization.

6
DOE Order 420.2B Requirements
  • Unreviewed Safety Items
  • All activities have been performed with, and all
installed systems have been subject to, peer
    safety review (Citizens Committee approval).
  • Future activities that involve safety issues are
also subject to Citizens Committee approval
  • Requiring safety analysis and mitigation.
  • Controlled through the Accelerator Dept. and
    LCLS Work Authorization approval process.

7
DOE Order 420.2B Requirements
  • Training and Qualification
  • Facility activities, commissioning, will be
performed by the existing Linac operations and
maintenance staff under the leadership of the
    LCLS team.
  • A partnership between ASD and LCLS.
  • Operations and Maintenance staff are trained to
    perform these tasks
  • Written Procedures
  • Procedures have been updated, as necessary, for
    these tasks.

8
DOE Order 420.2B Requirements
  • Internal Safety Reviews
  • Will be performed in compliance with existing
SLAC standards (SLAC ESH Manual Ch. 33), as a
part of the existing SLAC Linac facility.
  • Example, the PPS system is recertified annually
  • Shielding Policy
  • SLAC ESH Manual has a written statement of the
shielding policy for ionizing and non-ionizing
    radiation.
  • Good conformance to the requirements of DOE
    420.2B

9
Compliance with SLAC Requirements
  • SLAC Safety Overview Committee
  • SLAC projects are guided by the SOC.
  • The appropriate Citizens Committees needed for
    system approval are identified.
  • LCLS Injector presented to the specified
committees, approvals were obtained, action items
    were identified.
  • Safety Officers and committee chairs also
regularly toured the installation to checked for
    missed items.
  • All action items have been cleared
  • Signed off in the LCLS Injection Preparedness
    Document

10
Compliance with SLAC Requirements
  • Accelerator Division Procedures
  • The Beam Authorization Sheet (BAS) is a
prerequisite Control Room document for beam
    operations.
  • The BAS requires formal approval from Radiation
    Physics, Accelerator Division Safety Office
    (ADSO) and Accelerator Operations.
  • Specifies pre-running conditions, running
    conditions, and initial checkout requirements.
  • Pre-running conditions must be signed off before
    operations begin.
  • Assures that the ASE is maintained.

11
Compliance with SLAC Requirements
  • Example - Running RF
  • The intent is to do high power RF processing of
accelerator structures prior to beam operations
  • An RF-only BAS was written by RP and ADSO.
  • Action items from the non-ionizing radiation
safety committee were cleared prior to BAS
    sign-off.
  • Pre-running were signed off PPS was certified,
shielding was checked, ion chambers locations
and trip levels were set, the Gun RF source was
    locked off.

12
Injector Commissioning Schedule
  • Installation
  • Gun installation is going on now.
  • PPS certification of the gun RF source 3/20
  • Lock off laser transport (ADSO).
  • Beam Containment System certification 3/23
  • BAS requirement
  • Electron beam operations scheduled for 3/25
  • To gun spectrometer (2m) at first.
  • Major Linac access 3/26-28
  • Complete Linac vacuum installation work.

13
The LCLS Injection Preparedness Document
  • Outstanding signatures
  • Radiation Safety Officer
  • Waiting for BCS certification
  • Injector/Linac System Manager, and Controls and
    Accelerator Physics group leaders
  • Waiting for gun installation completion.
  • LCLS and ASD approval
  • Waiting for the above

14
Conclusion
  • The requirements of DOE Order 420.2B have been
    met.
  • With the success of this review.
  • SLAC Safety Committees have reviewed all systems
    and have given approval.
  • Accelerator Department procedures require that
  • Safety systems are intact and certified (through
    the BAS)
  • The ASE is maintained (through the BAS, through
Work Authorization, and through Radiation Safety
    Work Control)
  • Personnel are in place trained, ready to
    commission.
