Title: Baltimore City Public Schools

1
  • City Schools Student Safety Hotline
  • Jonathan Brice, Executive Director
  • Office of Student Support
  • Baltimore City Public Schools
  • Baltimore City Public Schools

2
City Schools Supports City Council Resolution
for Student Safety Hotline
  • Students are critical to help maintain safe and
    orderly schools.
  • Students have essential information (real-time)
    that can prevent incidents.
  • A student safety hotline will provide students a
safe and anonymous method of sharing this
    information.

3
Key Considerations for Success
  • Anonymity. Needs to address student concerns
    about confidentiality.
  • Easy to remember.
  • Swift action as a result of call.
  • 24 hour/365 day staffing of student safety
    hotline.

4
Recommendation for Operations
  • City Schools Command Center answers the calls.
  • Live voice on the other end of the line.
  • Non-instructional aide will be reassigned to
assist in covering the call volume initially.
  • Investigations and actions will be handled by
Student Support, School Police, or outside
    agencies , as appropriate.

5
Communications Plan
  • Global Connect phone call to all students.
  • Posters at schools.
  • Business card handout.
  • Press release.
  • Radio/Public Service announcements.

6
Consideration of Other Options
  • 311 Partnership Assessment
  • Lack of anonymity in the call-in process.
  • Concern about using a city government call in
    number for students.
  • City Schools Fraud Hotline Assessment
  • Students should have an easy to remember number
    dedicated for their use.
  • Cost is prohibitive if more than 100 calls are
    received.
  • Time to answer call is a concern (up to 20
    minutes).

7
Student Safety Hotline Launch
  • City Schools will launch Student Safety
Hotline on November 17, 2008. Communication plan
will ensure marketing to students, schools and
communities about this new safety resource
