AFSPC Integrated Planning Process (2 of 2)
  • Define AFSPC capabilities (MAA)
  • Identify all AFSPC capabilities
  • Rate our ability to do the missions (MNA)
  • Identify shortfalls to meet capabilities
  • Ask for options and solutions to fix shortfalls
    (MSA)
  • Identify options for current systems and future
    programs
  • Identify investment options (IIA)
  • Create a force mix that provides the best value
capability coverage for the resources available

Mission Area Teams
  • AFSPC planning is supported through five mission
    area teams
  • Space Force Enhancement - provides combat support
operations to improve the effectiveness of land,
sea, space, air, and special operations forces
  • Military Satellite Communications (MILSATCOM),
    Terrestrial and Space Weather, Intelligence,
    Surveillance, and Reconnaissance (ISR),
Positioning / Navigation / Timing (PNT), Command
and Control (C2) for NORAD and USSTRATCOM
    missions, supporting all combatant commanders
  • Space Force Application - provides deterrence and
prompt global strike to the warfighter
    from/through space
  • Nuclear and Non-nuclear Deterrence/Strike
  • Space Support - is comprised of Spacelift and
    Satellite Operations
  • Spacelift Vehicles and Spacelift Ranges
  • Counterspace - operations consist of those
operations conducted to attain and maintain a
desired degree of space superiority by allowing
friendly forces to exploit space capabilities
while negating an adversarys ability to do the
    same
  • Space Situation Awareness, Defensive Counterspace
    and Offensive Counterspace
  • Mission Support - provides the basic
infrastructure and support spanning all areas

Planning Force Capability Assessment
  • To contain cost under this option, tremendous
pressure is placed on our transformational
capabilities since they are resource intensive
    programs
  • Transformational Satellite Communications,
Land-Based Strategic Deterrence, and Space Radar
  • Continue to provide sustainment and some
    improvement for critical capabilities
  • Space-Based Infra-Red Satellite, Global
    Positioning System, National Polar-Orbiting
    Environmental Satellite System
  • Other programs are pursued to provide additional
capabilities however, some later than expected
  • Space Environmental Effects Monitoring System,
Common Aero Vehicle, Common Vertical Lift Support
    Platform, Affordable Responsive Spacelift, and
    some responsive satellites

Overview
  • Purpose
  • Planning Process Overview
  • FY06 Planning Results
  • FY08 Analysis Results
  • Summary/What We Need from Industry

21
Help from Industry
  • AFSPC Planning Force is the Optimized Force mix
based on a limited top line
  • Success of the process is dependant on having
viable affordable concepts to run through the
    investment models
  • What we need from Industry
  • Concepts that allow viable tradeoffs within each
    capability
  • Full spectrum of capability/cost options
  • Cost estimates that provide realistic cost
    projections for capability received

22
Areas For Industry Focus
  • The following Capabilities do not have viable
    (reasonable cost/performance) concepts
  • Detect chemical/biological agents from space
    (Priority 14 of 23)
  • Conduct Air/Missile Defense (Priority 19 of 23)
  • On orbit support (Priority 20 of 23)
  • Details on these capabilities are published in
    the AFSPC Strategic Master Plan

23
Additional Forums
  • Space Science and Technology forums strengthen
    our tie to industry
  • Allows industry to understand the challenges
faced by AFSPC and identify areas needing
    investment
