• Creation of the Latinoamerican Civil Aviation
  Commission (CLAC) (December 1973, México).
• Creation of the Regional Group CAR/SAM for
  Planing and Execution (GREPECAS)

OBJETIVOS DE ESTOS GRUPOS

• Exhort governments to fully implement the
  multilateral agreements about aviation safety
  and the norms and procedures recommended (SARPs)
  by the Agreement on International Civil Aviation.
• Urge governments to apply the Assembly
  Resolutions and the Decisions from OACIs Council
  related to aviation security.
• Motivate governments to actively participe in
  the implementation of AOCIs Aviation Safety
  Action including the training and audit proceses
  and their follow-up.

APPROACHES

• Agreements signed with similar organizations to
  strenghten AVSEC system internationally.
• Program Training Framework for countries within
  the region with limited resources.
• Technical Cooperation agreements to negotiate the
  adquisition of new equipment and their spare
  parts, maitenance and instructions to operate
  supervising safety equiment.

APPROACHES

• Identification and analysis of failures in the
  implementation of AVSEC measures issued by OACI
  and the development of alternatives fulfillment
  methods.
• Elaboration of models for safety aviation
  programs (PNSAC, PNISAC, PNCC y PCA) to be
  implemented at national level within the
  state-members.
• Establishment of exchange of mechanism safet
  information relatedto threats contre the civil
  aviation within the region.

International Technical Cooperation

• Identify differences that could improve the
  airport infrastructure and improve the procedures
  applied to our airports.Allow the design and
  building of more efficient and safety.
• Strenghten the AVSEC system when profesionalizing
  the safety community in the region.
• Implement adequately the new methodologies
  approved by OACI

AVSEC IN CENTRALOAMERICA

• Creation of a Centroamerican Agency. (ACSA).
• Functioning of h expert group AVSEC.
• Cretion of MRAC for the whole region

Training

• It is carried out at the Centroamerican Institute
  for Aernautics Training (ICCAE) in San Salvador.
• It is suppeoted by all the countries of the
  region.
• Train technicians in all the civil aviation areas.
