2Project Scope
- Explain the statutory and administrative
framework that facilitates dual enrollment in
career and technical education (CTE). - Describe CTE dual enrollment trends and student
demographics both at district technical centers
and community colleges.

- Analysis of relevant statutes, rules, and other
documents - Interviews with district and community college
administrators and relevant FDOE staff - Analysis of quantitative data provided by the
Education Data Warehouse (EDW)

- S. 1007.27, F.S., Articulated Acceleration
Mechanisms - S. 1007.271, F.S., Dual Enrollment Programs
- Must be provided as a complete program, not
isolated courses - Exempt from registration, tuition, and laboratory
fees
5- S. 1011.62, F.S. FTE Calculation
- 75 membership hours per semester
- May also be included in the calculations of
proportional shares of FTE at the postsecondary
institutions. - Line item 86 of the 2007 Legislative Budget
- Dual enrollment funds shall be provided in an
amount equal to the hours of instruction which
would be necessary to earn the FTE and the
funding for an equivalent course if it were
taught in the school district.
6Eligibility Criteria
- Students must meet the following eligibility
criteria - Enrolled as a student in a Florida public or
nonpublic secondary school, or in a home
education program - 3.0 unweighted grade point average or a 2.0
unweighted grade point average to enroll in
career certificate courses - Pass the appropriate section of the college
placement test and meet any additional admissions
criteria specified in the district
interinstitutional articulation agreement.
7New Dual Enrollment Grade Weighting
- Sections 1007.271 (5) and (16), F.S.
- Beginning with students entering grade 9 in the
2006-2007 school year districts and community
colleges must weigh dual enrollment courses the
same as AP, IB, and Advanced International
Certificate of Education courses when grade point
averages are calculated.
8Tech Center Delivery of Instruction on High
School Campuses
- FTE instructions will be modified (see handout)
so that it is clear that such instruction is
included in FTE calculations for the FEFP.
9Articulation Agreements
- S. 1007.235, F.S., District Inter-institutional
articulation agreements must include the
following - Ratification of all existing agreements
- Delineation of courses and programs
- Process for informing parents and students
- Process for students to exercise their option
- Student eligibility criteria
- Institutional student screening
- Program/course quality criteria and maintenance

- PRACTICAL ARTS/CAREER EDUCATION CREDIT
- All 3-credit (or equivalent) postsecondary
courses taken through dual enrollment that are
part of a postsecondary career / technical
program of study (PSAV Certificate, Technical
Certificate, Advanced Technical Certificate, ATD,
AAS, AS) shall be awarded 0.5 Practical
Arts/Career Education credits toward high school
graduation.

Course Structure
- One secondary credit gt 135 hours of instruction.
- Most OCPs are divisible by 75 clock hours, so a
150-clock-hour OCP one secondary credit. - How do districts handle short (under 68 hours)
and long (over 150 hours) OCPs?

19The Numbers Quantitative Methods
- No dual enrollment indicator in WDIS for 05-06.
- Proxy indicators (adult fee status K-12 dual
enrollment indicator) may not be capturing all
students. - Instead, we decided to match records from the
K-12 database with WDIS and the CC-SDB.

- Match all students grades 9-12 with WDIS
post-secondary vocational program code
enrollments. - Community College
- Match all students grades 9-12 with enrollments
with ICS codes indicating PSV or PSAV (1201 and
1202).
