Instructions for submitting a Downpayment Plus
First-Time Homebuyer program reservation

Getting started
  • 1. Go to our website www.wphd.org and click on
    Downpayment Plus in the lower left corner.

  • 2. On the next page enter the lenders assigned
    bank code and in the password box type Create
    (with a capital C) and click on Application
    Login.
  • 3. Now, enter the loan officer information
    requested and click on Add ME.
  • Print the next page because it contains your
    new password to be used for
  • this and future applications. (We have given
    you the option of changing your password.
  • After you login, there will be an option to
    Change your Password.)

Part I Reservation Process
  • 4. The next screen you see is called
    Application Central. Scroll down the page and
    you will find a bullet for the DPP First-Time
    Homebuyer Program. Click on use these pages to
    start the reservation process.

  • 5. On the next screen enter the information
    requested about the borrower and click on Start a
    DPP First-Time Homebuyer App.
  • 6. On the next screen, enter the information
    requested and click on Continue a DPP First-Time
    Homebuyer App.

  • 7. You should now see the borrowers name and
    under Reservation Status it should say Not yet
    reserved. Click on Not yet reserved.

  • 8. This is where you enter the household income.
    Click on Enter or update income.
  • 9. Enter the information requested an click on
    Calculate.

  • 10. If there is a co-borrower click on Add a new
    borrower.
  • 11. Enter the information requested and click on
    Add this borrower.

  • 12. If there are additional household members who
    are not co-borrowers, click on Add Household
    member.
  • 13. Enter the requested information and click on
    Add member(s).

  • 14. When you have entered all borrower and
    household information click on Print and Fax Step
    I and print the next page (the DPP First-Time
    Homebuyer Grant Funds Reservation Form DPPFT11)
    and have the borrower and lender sign it. At the
    bottom of the page click on Submit First-Time
    Homebuyer DPP11.

  • 15. Under Reservation Status it should now say
    Reservation Submitted.

  • You will now receive an email message stating
    that we received the electronic reservation of
    funds and that you need to fax us the signed
    Grant Funds Reservation Form, the Beneficiary
    Income Questionnaire(s), the Income Calculation
    Worksheet, and the documentation to support the
    household income. Please fax to (608) 258-5565,
    attention Jen or Lisa.
  • Once the income has been verified, you will
    receive an email from us and the Reservation
    status on the website will change to Reservation
    Accepted. At this point, you can proceed to Part
    II of the application process.

  • NOTE The Part II Information should not be
    entered until just prior to closing.
  • 16. To begin you must log-on to our website using
    your bank code and assigned password. Once you
    log-on you will need to scroll down the page and
    click on use these pages under the DPP First-Time
    Homebuyer bullet. One the next screen you will
    notice that the Approval Status box next to the
    borrowers name now shows the words Proceed to
    Part II. Click on those words and enter the
    information requested which will include the
    borrower social security number, final DPP
    subsidy amount and final closing date. Once that
    has been entered click on More First- Time Step
    II.

  • 17. On the next screen enter the information
    requested which will include first mortgage
    characteristics, who provided the home buyer
    education, information on any additional second
    mortgages, other than DPP, etc. Once all
    information has been entered click on Show Form
    for Final Submission.
  • 18. Print the next page (Certificate of Borrower
    Eligibility and Disbursement Request Form
    DPPFT12) and have the borrower and lender sign it
    at closing. After printing the form, at the
    bottom of the screen click on Save Final
    Submission.
  • Now, everything has been completed for the DPP
    First-Time Homebuyer funds to be used for this
    borrower.

  • After closing, you need to forward all the
    information to us shown on the Transmittal
    Checklist (DPPFT10) so that the Chicago Federal
    Home Loan Bank can reimburse your institution for
    grant funds advanced at closing.
  • The Transmittal Checklist can be found by going
    to our website www.wphd.org and clicking on
    Downpayment Plus in the lower left hand corner
    and then clicking on 2005 Downpayment Plus
    First-Time Homebuyer Program.

Advantage funds advanced at closing
  • After closing, you need to forward all the
    information to us shown on the Transmittal
    Checklist (DPP10) so that the Chicago Federal
    Home Loan Bank can reimburse your institution for
    grant funds advanced at closing.
  • The Transmittal Checklist can be found by going
    to our website www.wphd.org and clicking on
    Downpayment Plus in the lower left hand corner.
    On the next page, scroll down until you find
    Online Documents. Here you will find links to
    all of the required closing documents. The only
    forms not found in this list is the Grant
    Agreement and the Certificate of Borrower
    Eligibility and Disbursement Request Form
    (DPPFT12). If you scroll down further, you will
    find those forms under Downpayment Plus
    First-Time Homebuyer program. You will also see
    the Grant Agreements and DPP12s for the other
    programs. These 2 forms are the only ones that
    differ between the programs. Please be sure to
    use the correct form.

  • Toward the bottom the bottom of the next page
    there is a list of documents in blue. The
    Transmittal Checklist, along with additional
    forms needed for closing like the Mortgage and
    Grant Agreement, Certificate of Home Buyer
    Education and Counseling and Home Buyer Education
    Checklist, can be printed from here. New in 2005,
    the Mortgage and Grant Agreement can be filled in
    on-line.
  • NOTE On this page, you will also find the
    Beneficiary Questionnaire, the Income Calculation
    Worksheet and the Income Calculation Guidelines.
    The Beneficiary Questionnaire and Income
    Calculation Worksheet are forms required early on
    in the process and are to be faxed with the
    DPPFT11 and the income verification. The Income
    Calculation Guidelines will explain what we need
    for income verification and how we calculate
    annual income.
