3So what has actually been agreed? Kyoto
Agreement set targets for countries to reduce
emissions EU and Switzerland decrease of

Poland decrease of 6 Russia, New Zealand and
Ukraine no change Two mechanisms were
introduced to help reduce levels International
trading regime countries could sell excess
emissions to countries over producing. Carbon
sinks planting trees and financing clean
technology in LEDCs would gain MEDCs carbon
credits allowing them to increase their emission
target.
4Problems Globally countries cannot agree on
setting emissions targets. US fears it will
damage its economy which is based on low cost
fossil fuel use. LEDCs like China and India are
rapidly industrialising but need financial help
if they are to become more efficient. LEDCs
object to MEDCs insisting they reduce emissions
when global warming is the consequence of MEDC
actions. Low lying countries like Bangladesh are
just hoping something will be agreed!!
